The house is not rented. Can I get a refund if I pay more property fees?

You can't. If your property management fee is paid to the property management company by yourself and has been put on record, then if you want to leave early and don't want to pay the property management fee, it is obviously a breach of contract, and you have to bear corresponding legal responsibilities. I suggest you pay, or negotiate with the landlord to get the deposit.

Legal basis:

Article 465 of the Civil Code of People's Republic of China (PRC) * * * Contracts established according to law shall be protected by law. A legally established contract is legally binding only on the parties, except as otherwise provided by law.

Article 23 of the Civil Procedure Law of People's Republic of China (PRC) shall be under the jurisdiction of the people's court of the defendant's domicile or the place where the contract is performed.
