The house is not rented. Can I get a refund if I pay more property fees?

You can't. If your property management fee is paid to the property management company by yourself and has been put on record, then if you want to leave early and don't want to pay the property management fee, it is obviously a breach of contract, and you have to bear corresponding legal responsibilities. I suggest you pay, or negotiate with the landlord to get the deposit.
