Regulations of Baotou Municipality on Dog Breeding Management (revised in 2022)

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the provisions of relevant laws and regulations and in the light of the actual situation of this Municipality in order to strengthen the management of dog breeding, standardize dog breeding behavior, maintain public order, safeguard human health and personal safety, and protect the city appearance and environmental sanitation. Article 2 The raising and management of dogs within the administrative area of this Municipality shall abide by these regulations.

These regulations are not applicable to the management of dogs in military organs, public security organs, emergency management organs, zoos, scientific research institutions and other units due to specific work needs.

If the superior law has already made provisions, its provisions shall prevail. Article 3 The people's governments of cities and counties and the management institutions of rare earth high-tech industrial development zones shall strengthen the leadership of dog management, establish a joint meeting system of dog management attended by public security, finance, comprehensive law enforcement of urban management, market supervision and management, housing and urban and rural construction, agriculture and animal husbandry, health and health departments, and solve major problems in dog management through consultation. The daily work of the joint meeting shall be the responsibility of the public security organs.

The public security organ is the competent authority of dog management, responsible for the informationization of the city's dog registration and annual inspection, dog management service information system and electronic identification, investigate and deal with relevant dog-related illegal acts in accordance with the provisions of this Ordinance, manage the reception of stray dogs and other dogs, determine the list of large dogs and strong dogs in conjunction with the agriculture and animal husbandry departments, and announce it to the public.

Agriculture and animal husbandry departments are responsible for dog immunization, quarantine, epidemic prevention and control, and harmless treatment of dog carcasses, cooperate with public security organs to determine and publish the list of large dogs and strong dogs, and investigate and deal with dog-related violations in accordance with the provisions of these regulations;

Housing and urban-rural construction departments are responsible for dog management in parks, squares, public green spaces and other places, and urge property service enterprises to do a good job in discouraging and reporting illegal dog-raising behavior within the management area.

The comprehensive law enforcement department of urban management is responsible for investigating and dealing with the behavior of selling dogs on the street and destroying the city appearance and environmental sanitation and urban greening because of raising dogs.

The market supervision and management department shall be responsible for the registration, supervision and management of dog business units in the market and the investigation and punishment of unlicensed dog sales.

The health department is responsible for guiding the prevention and control of rabies, health education and epidemic monitoring of urban and rural residents.

The financial department is responsible for supervising the budget, distribution and use of dog management funds.

Sumu Township People's government and subdistrict offices shall do a good job in dog management and assist in the immunization of dogs against rabies.

Gacha villagers' committees, residents' committees or community service stations, property service enterprises and other grass-roots organizations shall assist relevant departments to do a good job in dog management, guide and urge dog owners to raise dogs in a civilized manner according to law. Fourth dog management to implement the management system of key management areas and general management areas.

Kundulun District, Qingshan District, Donghe District, Jiuyuan District, Shiguai District and Rare Earth Hi-tech Industrial Development Zone are the key management areas for dog breeding.

Baiyun Obo Mining Area, Tumd Right Banner, Darhan Maoming Anlianhe Banner and Guyang County are general dog management areas.

The rural and pastoral areas in the key dog management areas can be managed in accordance with the general dog management areas after being decided by the corresponding district people's governments and the management agencies of rare earth high-tech industrial development zones. Towns and densely populated special areas in general dog management areas may be managed in accordance with key dog management areas upon the decision of the corresponding county people's government. Article 5 Any organization or individual has the right to criticize and dissuade dog-raising behavior in violation of these regulations, or report or complain to Gacha villagers' committees, residents' committees, community service stations and property service enterprises, and the relevant administrative departments shall handle it according to law.

Gacha villagers' committees, residents' committees, community service stations or property service enterprises can mediate disputes about dogs disturbing the people complained by residents within the management area. Sumu Township People's Government, sub-district offices or people's mediators shall give specific guidance. Chapter II Administration of Dog Registration Article 6 This Municipality implements a system of dog registration, annual inspection, quarantine and rabies immunization.

In the key dog management areas, no organization or individual may raise dogs without registration, annual inspection, quarantine and rabies immunization; No organization or individual in the general dog management area may raise dogs that have not been quarantined or immunized against rabies.

Dogs brought into this city from other places must have animal quarantine certificates and valid rabies immunization certificates. Article 7 An individual raising a dog shall meet the following conditions:

(a) with the city's household registration or residence permit;

(2) Having full capacity for civil conduct;

(3) Having a fixed residence and living in a single household.

Large dogs (except working dogs such as guide dogs and support dogs) and strong dogs shall not be kept in key dog management areas. Article 8 Dog breeders shall take their dogs to the supervising agencies for animal health for quarantine (except those who have obtained quarantine certificates), and go to animal clinics for rabies immunization. Only after obtaining quarantine certificates and rabies immunization certificates can they register dogs in accordance with these regulations.

Animal health supervision institutions and animal clinics shall not issue false quarantine and rabies immunization certificates. Article 9 The agriculture and animal husbandry department shall set up dog quarantine points scientifically and reasonably, and announce to the public and update the name, address, contact information and other information of dog quarantine and rabies immunization points in a timely manner.
