1. According to the Interim Measures of Shenzhen Municipality on Residence Permit,

Chapter I General Provisions

Article 3 Non-Shenzhen household registration personnel living in Shenzhen shall apply for residence registration and residence permit in accordance with the provisions of these Measures.

Article 4 shenzhen public (hereinafter referred to as the Municipal Public Security Bureau) is the competent department of residence registration and residence permit documents, and is responsible for the handling, production and issuance of residence registration and residence permit, as well as the management and protection of residence information.

Shenzhen Municipal People's Government (hereinafter referred to as the municipal government), District People's Government (hereinafter referred to as the district government) and its relevant departments, sub-district offices, floating population and rental housing comprehensive management institutions and other relevant departments and institutions shall, in accordance with their respective functions and duties and the provisions of these Measures, do a good job in the management and service of residence permits.

City public security organs according to the needs of the work and the principle of convenience, can entrust the floating population and rental housing comprehensive management institutions or community workstations to engage in residential registration, residence permit acceptance, issuance and the holder's address change and other auxiliary work. The district public security organ shall inform the residents in this area of the way and place to apply for residence permit by announcement.

Public security organs and organizations entrusted to engage in auxiliary work such as residence registration, acceptance and issuance of residence permits, and change of the address of the holder, hereinafter referred to as acceptance agencies.

Chapter III Application and Issuance of Residence Permit

Twentieth to apply for a residence permit, you should submit your ID card or other valid identification and fill in the application form.

To apply for the "Shenzhen Residence Permit", documents and materials shall also be submitted in accordance with the following provisions:

(a) to apply for employment, submit the employment certificate provided by the legal registration unit or the industrial and commercial registration certificate of the economic organization invested by the applicant;

(two) to apply for real estate ownership, submit the "real estate certificate" or other proof of property rights of the applicant's residence;

(three) to apply for a residence permit as a talent or overseas talent, submit the certification materials issued by the relevant departments of the municipal government. Those who meet the requirements after examination shall be issued with residence permits for talents and residence permits for overseas talents respectively;

(four) to apply for entrepreneurship or cultural and artistic creation, submit the project confirmation materials issued by the relevant departments of the municipal government;

(five) to apply for study, submit the study certificate issued by the school;

(six) other information required by the municipal government.

When accepting the application for residence permit, the accepting institution shall examine the contraceptive report of floating population in Guangdong Province (hereinafter referred to as the report) issued by the family planning technical service institution in the current residence for nearly three months, and the family planning technical service institution shall provide free pregnancy check and issue the report. Among them, those who are divorced, widowed, pregnant in line with the birth policy and have been sterilized for one year or more shall provide the Report Form issued by the community workstation of their current residence, which belongs to the content of "exemption from inspection".

Chapter IV Use and Service of Residence Permit

Thirtieth persons who have obtained residence permits shall enjoy the following rights and interests in Shenzhen:

(1) Enjoy the employment services provided by public employment service agencies free of charge;

(two) to participate in all kinds of free training provided by government departments in accordance with the regulations;

(three) in accordance with the provisions of the application to participate in the professional and technical post qualification assessment or professional (practice) qualification examination and registration organized by this Municipality;

(four) children enjoy the basic vaccine in the free vaccination plan;

(five) couples of childbearing age who practice family planning enjoy the basic family planning technical services provided by the state free of charge;

(six) to apply for a bus pass in accordance with the provisions of the municipal government, and to apply for a bus pass with a residence permit;

(7) Enter Shenzhen Special Economic Zone with residence permit;

(eight) other rights and interests that the municipal government can enjoy.

Thirty-first people who have obtained the "Shenzhen Residence Permit" shall enjoy the following rights and interests of Shenzhen in addition to the rights and interests stipulated in Article 30 of these Measures:

(a) in accordance with the relevant provisions of the exit formalities for entry and exit of Hong Kong and Macao business;

(two) to apply for vehicle entrance and motor vehicle driver's license in accordance with the relevant provisions;

(3) Those who meet the household registration conditions in Shenzhen are given priority under the same conditions;

(four) for long-term housing lease procedures;

(five) personnel who meet the corresponding conditions, in accordance with the relevant provisions of the municipal government, can enjoy their children's schooling, public rental housing and other related rights;

(six) to participate in the management of social affairs of community organizations in accordance with the regulations;

(seven) to participate in the relevant labor skills competitions and advanced appraisal organized by this Municipality;

(eight) other rights and interests that the municipal government can enjoy.

2. According to the Regulations on Motor Vehicle Registration

Section III Transfer Registration

Article 18? If the ownership of a registered motor vehicle is transferred, the owner of the motor vehicle shall apply for transfer registration at the motor vehicle management office within 30 days from the date of delivery of the motor vehicle.

Before applying for transfer registration, the owner of a motor vehicle shall deal with the illegal acts of road traffic safety and traffic accidents involving the vehicle.

Nineteenth to apply for transfer registration, the current motor vehicle owner shall fill in the application form, submit the motor vehicle for inspection, and submit the following documents and vouchers:

(a) the identity certificate of the current motor vehicle owner;

(2) Certificates and vouchers of the transfer of ownership of motor vehicles;

(3) Motor vehicle registration certificate;

(4) Motor vehicle driving license;

(five) the customs supervision of motor vehicles shall also submit the "Certificate of Deregulation of Vehicles under Customs Supervision in People's Republic of China (PRC)" or the transfer certificate approved by the customs;

(six) motor vehicles that have exceeded the validity period of the inspection shall also submit the certificate of motor vehicle safety and technical inspection and the compulsory insurance certificate for traffic accident liability.

If the current motor vehicle owner lives in the jurisdiction of the vehicle management office, the vehicle management office shall, within one day from the date of accepting the application, confirm the motor vehicle, check the rubbing film of the vehicle identification code, review the submitted documents and vouchers, recover the license plate and driving license, determine the new motor vehicle license plate number, endorse the transfer matters on the motor vehicle registration certificate, and reissue the license plate, driving license and inspection mark.

If the domicile of the motor vehicle owner is not within the jurisdiction of the vehicle management office, it shall be handled by the vehicle management office in accordance with the provisions of Article 13 of these Provisions.

1. The domicile of the unit is the address where its main office is located;

2. The domicile of an individual is the address recorded in his identity certificate. The domicile of a mainland resident living in a temporary residence is the address recorded in the residence and temporary residence permit issued by the public security organ.
