It is illegal to bind the access card with the property fee. If the supporting facilities of the property are access-controlled, the owner should cooperate with the property management, because there is a property management plan in the property service contract, and the property management plan will not change because of a certain owner. Property charges must be recorded by the price and the competent department. If the charge is unreasonable, you can report it.

Article 40 of the "Regulations on Property Management in People's Republic of China (PRC)" shall follow the principles of reasonableness, openness, and adaptability of fees and service levels, distinguish the nature and characteristics of different properties, and make an agreement between the owners and the property service enterprises in the property service contract according to the property service charging method formulated by the price department in the State Council jointly with the construction administrative department in the State Council.

Forty-first owners should pay the property service fee in accordance with the provisions of the property service contract. If the owner and the user of the property agree that the user of the property shall pay the property service fee, the owner shall bear joint and several liability from the agreement.
