Chapter I General Provisions Article 1 In order to strengthen elevator safety management, prevent and reduce elevator accidents, and ensure personal and property safety, these Regulations are formulated in accordance with the Law of the People's Republic of China on Safety of Special Equipment and other relevant laws and administrative regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the selection, configuration, installation, renovation, maintenance, renewal, use, maintenance, inspection, emergency rescue, supervision and management of elevators within the administrative area of this Municipality. Article 3 The term "elevator" as mentioned in these Regulations refers to mechanical and electrical equipment that is driven by power and uses boxes running along rigid guide rails or steps running along fixed lines to lift or transport people and goods in parallel, including manned (cargo) elevators, escalators and moving sidewalks. , but does not include domestic elevators for single-family use only. Article 4 The people's governments of cities and counties (districts) shall strengthen their leadership over elevator safety work within their respective administrative areas, establish a coordination mechanism, and incorporate elevator safety management funds into the fiscal budget at the corresponding level to provide guarantee for elevator emergency rescue and supervision and management.

The Administrative Committee of the Development Zone shall, in accordance with its duties, supervise and manage the elevator safety within its scope of duties.

The Town People's Government and the sub-district offices shall assist the relevant departments to do a good job in elevator safety supervision and management, and coordinate the renovation, maintenance, renewal and financing of elevators in residential areas. Fifth city and county (District) people's government is responsible for the safety supervision and management of special equipment for elevator safety within their respective administrative areas.

Housing and urban and rural construction, emergency management, public security and other departments within the scope of their respective duties, do a good job in elevator safety management. Sixth elevator installation, renovation, maintenance, use, maintenance units should establish and improve the safety management system and post responsibility system.

Special equipment (elevator) industry association shall strengthen industry self-discipline and cooperate with relevant departments to do a good job in elevator safety management. Seventh city and county (District) people's governments and relevant departments, news media and primary and secondary schools should strengthen the publicity and education of elevator safety and popularize elevator safety knowledge. Chapter II Selection, Configuration and Installation Article 8 The selection and configuration of elevators shall conform to the building structure and use requirements, and conform to safety technical specifications and relevant standards.

Escalators and moving sidewalks in public transport places shall be selected in accordance with safety technical specifications and relevant standards.

Elevator selection and configuration does not meet the safety technical specifications and related standards, the elevator inspection agency shall not issue a certificate of supervision and inspection. Ninth construction engineering design units in the design of elevator shaft, pit, machine room and other civil engineering, should implement the relevant provisions and standards of the state.

If the elevator civil engineering design does not meet the relevant national regulations and standards, the construction drawing review institution shall not issue qualified documents. Tenth elevator civil engineering construction units should be in accordance with the engineering design drawings and construction technical standards, to ensure the construction quality.

The elevator installation and construction unit shall, in accordance with the requirements of design documents and standards, inspect the civil engineering of the elevator, confirm the manufacturing quality of the elevator, and make records. Elevator construction can only be carried out after the elevator meets the requirements.

If the quality of elevator civil engineering does not meet the relevant standards, the department responsible for project quality supervision and inspection or completion acceptance shall not issue quality qualification documents or acceptance certificates. (2) Elevator management is entrusted by the realty service enterprise or other managers, and the entrusted party is the elevator user;

(3) If there is only one owner of the elevator that is not managed by others, the owner is the elevator user;

(four) the elevator has multiple owners and is not managed by others, and the owner or actual manager is the elevator user;

(five) the building with elevator is used for rental, and the rental unit is the elevator user.

Where laws and regulations provide otherwise for elevator users or the parties have otherwise agreed on elevator users, such provisions or agreements shall prevail.
