Detailed Rules for the Implementation of Property Service Charge in Weinan City

The term "property service fee" as mentioned in these Detailed Rules refers to the fees charged by the property service enterprise for providing services to the owners in accordance with the contract, including property service fee, vehicle parking service fee in the property service area (hereinafter referred to as "parking service fee") and other service fees.

Government-guided pricing standards for property service fees and parking service fees in Weinan City (Linwei District) are formulated by the People's Government of Linwei District according to the Notice of Weinan Municipal People's Government on Entrusted Pricing of Some Goods and Services (Han [20 19] 130) and implemented after being approved by the Municipal Development and Reform Commission. The government-guided price standards for property service fees and parking service fees in high-tech zones and economic development zones shall be implemented with reference to the standards in Linwei District. The county (city, district) Development and Reform Bureau, jointly with the Housing and Construction Bureau, is responsible for formulating and adjusting the government-guided price standards for property service fees and parking service fees within their respective administrative areas, and sending a copy to the Municipal Development and Reform Commission, the Municipal Housing and Construction Bureau and the Municipal Market Supervision Bureau.

The property service charges subject to the government-guided price shall be subject to the "one-fee system". The water and electricity costs of all supporting facilities and equipment such as lighting, landscape, fire protection, security and elevators, as well as the maintenance and annual inspection costs of elevators, are included in the cost of property service fees and will not be charged separately.

The first-class property fee is charged according to the standard of 1 yuan/_. Such charging standards mainly include the following services: 24-hour community duty, the main entrances and exits of the community are guarded by security guards for not less than 12 hours, the public areas of the community are cleaned twice a day to ensure that the garbage bins in the community do not overflow, and the garbage facilities in the public areas are cleaned twice a day.

The owner may refuse to pay the property fee under the following circumstances:

1. The property fee was just collected before the house was taken away. In this case, you can refuse to pay.

2, the property regulations do not belong to the owners to pay fees, can be refused.

3. Property _ has acted in accordance with relevant service commitments, which should not be regarded as such, but direct evidence should be locked.

4. If the property raises the charging standard privately, the owner can refuse to pay the increased part.

5. Property _ has signed relevant contracts with all employee owners.

6. The property has the audit qualification certificate of relevant departments.

7. If rectification is needed because of the quality problems of new real estate products, the owner may refuse to pay the property fee during the rectification period.

8. If the type of property service violates the provisions and charging standards, and violates the contract commitment to occupy or rent urban green space and indoor space, the owner may refuse to pay the property fee.
