The driver's license of cotton picker shall be handled by the local agricultural machinery safety supervision institution. Anyone who drives a tractor or combine harvester shall apply for a driver's license. According to Article 3 of the Regulations on the Management of Tractors and Combine Harvesters' Driving Licenses, the competent agricultural mechanization department of the county-level people's government is responsible for the management of tractors and combine harvesters' driving licenses within their respective administrative areas, and its agricultural machinery safety supervision institutions (hereinafter referred to as agricultural machinery supervision institutions) undertake specific work such as the acceptance, examination and issuance of driving licenses.

The competent agricultural mechanization department of the people's government at or above the county level and its subordinate agricultural machinery supervision institutions shall be responsible for the guidance, inspection and supervision of the driver's license business.

Article 9 of the Regulations on the Administration of Driving Licenses for Tractors and Combine Harvesters: To apply for a driving license, the following conditions shall be met:

(1) Age: 18 years old, under 70 years old;

(2) Height: not less than150 cm;

(3) Vision: The naked vision or corrected vision of both eyes is above 4.9 on the logarithmic visual acuity chart;

(4) Color discrimination: no red-green color blindness;

(5) Hearing: When the ear is 50 cm away from the tuning fork, the direction of the sound source can be distinguished;

(6) Upper limbs: the thumbs of both hands are sound, the other fingers of each hand must be sound, and the motor functions of limbs and fingers are normal;

(7) Lower limbs: the motor function is normal, and the unequal length of both lower limbs shall not be greater than 5 cm;

(8) Trunk and neck: no motor dysfunction.
