The relevant matters during the epidemic prevention and control period are hereby notified as follows:
First, strengthen the overall awareness and strictly implement responsibilities.
Coordinate and promote epidemic prevention and control and return to work. Local housing and urban and rural construction authorities should strengthen the "four consciousnesses", strengthen the "four self-confidences", achieve "two maintenance", effectively improve their political position, actively strengthen coordination with local disease control and health authorities under the unified leadership of local party committees and governments, and promote the start and resumption of work of enterprises and projects in an orderly manner. The qualifications of real estate development, survey, design, construction, supervision, cost consultation, quality inspection and other enterprises and related personnel approved by the housing and urban-rural construction departments at all levels in the province are valid from June 20 to June 30, 2020, and extended to June 30, 2020.

Establish a green channel for public bidding resources trading, and the tenderer can choose the trading center independently according to the actual situation of the project. We will fully implement the online trading of public bidding resources, and all projects that have the conditions to adopt electronic bidding will adopt electronic bidding, and there will be no meeting for bid opening and evaluation. If paper bidding is adopted, the bidding documents can be mailed. When opening bids, the tenderer shall not require the person in charge of the project to be present; When evaluating bids, experts are encouraged to conduct remote and decentralized bid evaluation, and the practice of centralized extraction and decentralized bid evaluation by bid evaluation experts is supported.
