How to understand the relationship between community neighborhood Committee and property management

Community neighborhood committees and property service enterprises are all for the owners.

Community neighborhood committees are government departments, and property service enterprises are enterprise units. Property enterprises may only serve a community, and neighborhood committees may be jurisdictions. In principle, property service enterprises should actively cooperate with the work of community neighborhood committees to serve community owners. However, the property enterprise where I work is not very harmonious with the community neighborhood Committee. Many things, such as birth certificates, household registration books and medical insurance cards, are not handled by the owners, and all businesses that require the seal of the neighborhood Committee cannot be handled.
