Regulations of Korla Municipality on Dog Breeding (2020)

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of Korla City for the purpose of regulating dog-raising behavior, safeguarding citizens' health and personal safety, maintaining social public order, improving city appearance and environmental sanitation, and strengthening the construction of urban civilization. Article 2 These Regulations shall apply to the breeding, management and related management activities of dogs within the scope of this Municipality.

The urban area shall be delineated by the Municipal People's Government and announced to the public.

The management of military, police and other special dogs shall be carried out in accordance with the relevant provisions of the state. Article 3 Dog-raising should adhere to the concept of combining management with service, and follow the principles of supervision by government departments, participation by grass-roots organizations, public supervision and self-discipline of dog owners. Article 4 The Municipal People's Government shall strengthen the leadership of dog management, establish a dog coordination management working mechanism with the participation of housing and urban and rural construction, agriculture and rural areas (animal husbandry and veterinary), public security, market supervision and management, health, ecological environment, finance, development and reform, etc., and organize, guide, serve and supervise the dog management to coordinate and solve major problems in dog management.

Street offices and urban township (town) people's governments shall cooperate with relevant administrative departments to do a good job in dog management. Article 5 The municipal housing and urban-rural construction department is the competent department in charge of dog management, responsible for dog registration and management within the urban area, and investigating and dealing with dog behaviors that affect the city appearance and environmental sanitation.

Agricultural and rural (animal husbandry and veterinary) departments are responsible for dog immunization, quarantine, epidemic monitoring and shelter management, implanting electronic signs for dogs, and organizing the harmless treatment of dog carcasses.

The public security organs are responsible for handling dog wounding, disturbing people and other behaviors, and investigating and cleaning up the ban on raising dogs in urban areas.

The market supervision and management department is responsible for the supervision and management of dog business activities.

The health department is responsible for the prevention, publicity and education of rabies and other zoonotic diseases, and supervises and manages the supply, inoculation and diagnosis and treatment of rabies vaccine for human use.

The ecological environment department is responsible for the environmental supervision of large-scale dog raising.

The relevant departments of finance, development and reform shall, in accordance with their respective responsibilities, do a good job in dog management. Article 6 The neighborhood (village) committee, the owners' committee and the realty service enterprise shall assist the relevant departments to carry out dog management, publicize and educate the neighborhood (village) people, guide and urge dog owners to fulfill their legal obligations, discourage illegal dog-raising behaviors, and mediate dog-raising disputes.

Neighborhood (village) committees and owners' committees may formulate conventions on matters related to dog management in this residential area, and supervise the implementation according to law. Article 7 The Municipal People's Government and its relevant departments shall, through various forms, carry out publicity and education on keeping dogs in accordance with the law, keeping dogs in a civilized manner, preventing rabies, and living in harmony between humans and animals.

Radio, television, newspapers, Internet and other news media should strengthen social morality education and dog-raising knowledge propaganda, and guide dog owners to develop good dog-raising habits. Eighth any unit or individual has the right to dissuade, report and complain about illegal dog-raising behavior.

The department in charge of dog supervision and management shall publish the reports, complaints, telephone numbers, mailboxes and e-mails. After receiving the reports and complaints, it shall timely register and handle them, and inform the informants and complainants of the handling situation within ten working days. Chapter II Dog Immunization and Registration Article 9 A rabies compulsory immunization system shall be implemented for dogs.

Dog breeders shall, within three months after the dog is born or within/0/5 days after raising the dog, take the dog to the animal disease prevention and control institution affiliated to the municipal agricultural and rural (animal husbandry and veterinary) department or the animal diagnosis and treatment institution determined according to law to accept the dog immunization, implant the electronic identification and obtain the immunization certificate. Tenth dogs should be registered.

Dog owners shall, within fifteen days from the date of obtaining the animal immunization certificate, go to the municipal housing and urban-rural construction department for dog registration and obtain a dog registration certificate and a dog license. The validity period of the dog registration certificate is one year, and the dog owner shall, within 30 days before the expiration of the validity period, go through the renewal registration with the registration authority with a valid immunization certificate and dog registration certificate. Article 11 An individual raising a dog shall meet the following conditions:

(1) Having a permanent residence in Korla or a legal residence certificate in Korla;

(2) Having full capacity for civil conduct;

(3) Having a real estate license or a house lease certificate;

(four) each household is limited to one. Twelfth units need to raise dogs because of work, shall meet the following conditions:

(1) Having legal subject qualification;

(two) there are dog cages, kennels or fences and other captive facilities;

(3) Having specialized dog breeders;

(4) Having a dog safety management system. Article 13 The municipal housing and urban-rural construction department shall conduct an audit within five working days from the date of receiving the dog registration materials. Those who meet the requirements for raising dogs shall register and issue a dog registration certificate; Those who do not meet the conditions for raising dogs shall not be registered. Fourteenth in any of the following circumstances, the dog owner shall hold the dog registration certificate and related materials to the original registration authority for change and cancellation of registration:

(a) where the domicile of the dog owner or the domicile of the unit is changed, it shall go through the registration of change with the dog registration certificate within fifteen days from the date of change;

(2) If the raised dogs are sold or donated to others, the purchaser or the donee shall go through the change registration within/0/5 days from the date of purchase or donation;

(3) If the dog is missing or dead, it shall cancel the registration within 15 days from the date of missing or death;

(4) If the dog is abandoned, the dog shall be sent to the dog shelter, and the registration shall be cancelled within 15 days from the date of delivery to the dog shelter.
