The street offices, township (town) people's governments and public security organs of the floating population's current residence shall take the initiative to establish a notification system for information investigation of floating population with the street offices, township (town) people's governments and public security organs where the floating population's household registration is located, and use the floating population information management system to verify and notify the floating population service management information.
Twenty-fourth public security organs and relevant departments, units and their staff shall keep confidential the floating population information they know in the service management of floating population, and shall not be used for purposes other than statutory duties.
Twenty-fifth public security organs at or above the county (city) shall strengthen the public security management of the floating population, guide and urge the relevant departments, units and individuals to implement the responsibilities and measures for the public security management of the floating population.
Twenty-sixth floating population shall, within 3 working days from the date of arrival at their current residence, declare their residence registration to the urban community management agencies and villagers' committees with their resident identity cards or other valid identification and residence certificates. Urban community management institutions and villagers' committees shall, when handling residence registration for floating adult women of childbearing age, examine the family planning certificates issued by the population and family planning administrative departments where their household registration is located; If there is no family planning certificate, it shall be stated in the residence registration.
If the floating population changes its place of residence, it shall register the change of place of residence in accordance with the provisions of the preceding paragraph.
Twenty-seventh relevant units or individuals shall register the floating population in accordance with the following provisions, and submit the registration information to the local public security organs or urban community management institutions and villagers' committees within 3 working days after registration:
(a) rental housing, housing lessors registered in the floating population;
(2) Where employment and accommodation are provided by the employing unit, the employing unit shall register when the floating population is employed;
(three) to go to school, stay in school, when the floating population enters school, the school shall register;
(four) temporary residence in relief agencies, registered by relief agencies in the floating population;
(five) other accommodation units or individuals shall register when the floating population moves in.
Twenty-eighth floating population in hotels, hotels, hotels, guest houses, overnight bathing places and other accommodation units shall be registered in accordance with the provisions of the hotel industry security management, and submit the registration information.
Twenty-ninth housing lessors should hold the certificate of housing ownership or other legal sources, to the county (city) people's government to determine the department for housing lease registration, and to the public security police station to sign a security responsibility guarantee.
Thirtieth housing lessors shall abide by the following provisions:
(1) The rented house has no potential safety hazard and meets the basic housing standards;
(two) timely submit the relevant information of the floating population;
(three) shall not be leased to the floating population without legal and valid identity documents;
(four) found that the floating population to use rental housing for illegal and criminal activities, or lead unidentified people to live, timely report to the police station or the relevant departments;
(five) other matters stipulated by laws, regulations and rules.
Thirty-first floating population rental housing shall comply with the following provisions:
(1) Produce legal and valid identity documents and truthfully fill in relevant information;
(two) inform the lessor in time when the occupancy personnel change, and cooperate with the lessor to handle the housing lease registration;
(three) shall not use the leased premises for illegal and criminal activities;
(four) other matters stipulated by laws, regulations and rules.
Thirty-second institutions engaged in housing leasing and intermediary services for migrant workers shall comply with the following provisions:
(a) the establishment of housing lease, employment registration account;
(two) to urge the lessor to handle the registration of house lease;
(three) other matters stipulated by laws, regulations and rules.
Thirty-third autonomous regions to implement the floating population residence permit management system. Floating population enjoys relevant services and handles relevant affairs at their place of residence with residence permit.
The floating population over the age of 16 who intend to live in their current place of residence for more than 30 days, except those who visit relatives, travel, seek medical treatment or travel, shall apply for residence permits at the same time as they register their residence.
County (city) public security organs may entrust urban community management institutions and villagers' committees to handle the residence registration and residence permit issuance of floating population.
The specific measures for applying for a residence permit shall be formulated by the public security organs of the autonomous region.
Article 34 Units and individuals that employ the floating population, lessors of houses, and agencies engaged in housing leasing and intermediary services for migrant workers shall urge and assist the floating population to timely declare their residence registration and apply for residence permits.
Thirty-fifth public security organs to perform their duties according to law, need to check the residence permit, the floating population should cooperate.
The relevant administrative departments, sub-district offices and township (town) people's governments may require the holders of residence permits to show their residence permits when performing their statutory duties or providing services for the floating population, and the holders shall cooperate.
Except the public security organs perform their duties according to law, no unit or individual may detain the residence permit.
