This means that the operating construction land of village collectives can be directly rented and sold in the market without government demolition (that is, the nature will be changed to state-owned land first). Therefore, outsiders who do not belong to the village collective can legally buy/lease land from the village collective. The government no longer needs to be a "middleman" to earn the difference.
