Measures of Yueyang Municipality on the Administration of Gas

Chapter I General Provisions Article 1 In order to strengthen the management of gas, ensure the safety of citizens' lives and property and public safety, and safeguard the legitimate rights and interests of gas users and gas operators, these measures are formulated in accordance with the Regulations on the Administration of Town Gas, the Regulations on the Administration of Hunan Gas and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the planning and construction, business service and use, gas appliance management, facility protection, safety management and related management activities of gas within the administrative area of this Municipality.

These measures are not applicable to the production and import of natural gas and liquefied petroleum gas, the pipeline transportation of natural gas outside the city gate, the production of gas as industrial raw materials, the production of gas burning appliances, and the production of biogas, straw gas and new gas.

Where laws and regulations provide otherwise for special equipment such as pressure vessels and pipelines, such provisions shall prevail. Article 3 The municipal urban management department is the competent department of gas within the administrative area of this Municipality, responsible for the gas management of the whole city, and undertaking the investigation and handling of trans-regional, major and complicated illegal cases.

The urban management department of the county people's government is the competent department of gas within its administrative area, and is responsible for the gas management within its administrative area.

Development and reform, industry and informatization, emergency management, market supervision and management, transportation, natural resources and planning, public security, ecological environment and other departments. Local people's governments at or above the county level shall, in accordance with their respective responsibilities, coordinate in the management of gas.

Township People's governments (street offices) shall cooperate with relevant departments to do a good job in gas management. Article 4 Encourage and support the research of gas science and technology, popularize and use new technologies, new processes and new products that are safe, energy-saving and environmentally friendly, and develop intelligent gas. Gradually phase out gas appliances and equipment with poor safety performance, low efficiency and high energy consumption. Fifth gas authorities should strengthen the publicity of gas laws and regulations and safety knowledge, and improve citizens' awareness of gas safety.

The news media should publicize the knowledge of gas safety for public welfare.

Gas operators and their employees shall actively publicize the knowledge of gas use in gas business service activities and guide gas users to use gas safely.

Schools, community neighborhood committees, village committees, community owners' committees, property service enterprises and other relevant units shall assist in the publicity of gas safety knowledge. Chapter II Planning and Construction Article 6 The Municipal People's Government shall, according to the needs of urban economic and social development and the overall planning of land and space, organize relevant departments to prepare special plans for gas.

Within the scope of pipeline gas coverage, gradually reduce the supply stations of liquefied petroleum gas and improve the penetration rate of pipeline gas. Article 7 During the construction of new urban areas and the transformation of old urban areas, gas facilities shall be built in accordance with urban and rural planning and gas planning, or land for the construction of gas facilities shall be reserved.

Supporting the construction of gas facilities should be designed, constructed and accepted simultaneously with the main project of the construction project. Eighth new construction, renovation and expansion of gas facilities shall conform to the gas development plan of the administrative region.

For gas facilities within the scope of gas development planning, the competent department of natural resources and planning shall solicit the opinions of the competent department of gas in writing when reviewing the application for planning permission. Ninth new construction, renovation and expansion of gas projects, should be in accordance with the infrastructure construction procedures, the relevant procedures.

After the completion of the gas project, the construction unit shall organize the completion acceptance according to law, and report the completion acceptance to the competent department for the record within fifteen days from the date of completion acceptance. Chapter III Operation, Service and Use Article 10 A gas operator who engages in gas business activities shall obtain a gas business license. Eleventh gas operators shall comply with the following provisions:

(a) to establish and implement the operator safety management system and user service system;

(two) the supply of gas meets the national quality standards, and its composition, calorific value, pressure and other indicators are announced to the public;

(three) shall not provide business gas to units and individuals that have not obtained the gas business license;

(four) shall not supply gas to users who do not have safety conditions;

(five) shall not exceed the fees approved or filed by the competent price department to charge additional fees;

(six) users shall not be restricted from purchasing the gas burning appliances and related products designated by them, or entrust the units designated by them to install gas burning appliances;

(seven) the relevant obligations that should be fulfilled to suspend gas supply and adjust gas supply;

(eight) shall not be closed or closed without authorization;

(9) Other relevant provisions of laws and regulations. Twelfth pipeline gas operators shall also comply with the following provisions:

(a) set up and publish a 24-hour customer service telephone number to facilitate users to pay fees and inquire about gas charges and other services;

(two) announced the pipeline gas installation and transformation process, charging standards, time limit, etc. , shall not refuse the application for installation and transformation of units and individuals that meet the conditions of gas use within the coverage of gas pipeline network; Shall not refuse to supply gas to the pipeline gas facilities that have been put on record;

(3) Providing safety inspection of indoor gas facilities for non-resident users at least once a year, and providing safety inspection of indoor gas facilities for resident users at least once every two years; Do a good job in family safety inspection in advance, deal with major hidden dangers such as gas leakage in time, and guide users to use gas safely; During security inspection, goods and services shall not be bound, and the normal work and life of users shall not be disturbed.
