"Jiangsu province housing special maintenance fund management measures":

The measures referred to in housing special maintenance funds (hereinafter referred to as maintenance funds), refers to the one-time provision of the deposit by the owner or the public housing selling unit, or the one-time deposit by the construction unit, which is earmarked for the maintenance, renewal and transformation of the * * * parts of the house and the * * facilities and equipment after the warranty period expires.

The term "housing * * * with construction parts and * * with construction facilities" as mentioned in these Measures refers to all * * * with construction parts and * * with construction facilities built by all owners of a single house and all * * * with construction facilities built by all owners of residential quarters according to laws, regulations and housing sales contracts.

Maintenance funds shall be subject to the management principles of unified collection, special account storage, property management area as a unit, building accounts one by one, accounting to households, earmarking, owner's decision-making and government supervision, and no unit or individual may use them for other purposes.

Article 7 (Subject and Standard of Initial Deposit of Commercial Housing)

Commercial housing maintenance funds can be paid directly by the owners or collected and remitted by the construction unit.

Standard for the first deposit of maintenance funds for commercial housing:

(1) Non-single-property commercial housing (including affordable housing, fund-raising housing, demolition and resettlement housing and housing occupied by the construction unit), non-housing in residential areas and non-housing connected with the housing structure shall be paid by the owners according to the standard of 20 yuan to 1 yuan per square meter of the exclusive area of their own housing;

(two) detached houses with single property rights in residential areas shall be paid by the owners according to the standard of twenty yuan to eighty yuan per square meter of the exclusive area of the house;

(three) in the garage connected with the building structure, the parking spaces belonging to the owner are legally transferred and paid by the owner according to the standard of 3,000 yuan to 5,000 yuan per parking space; Parking spaces belonging to all owners are free of charge;

(4) The elevator room and other buildings shall be paid by the construction unit in a lump sum by the owner's own maintenance fund according to the standard that the area of the owner's own house is 20 yuan to 100 yuan per square meter.

The specific deposit standard of commercial housing maintenance funds shall be determined by the property management administrative department of the people's government of the city or county (city) where the house is located according to the number of floors, structure and elevator equipment of the house. Exceeding the above-mentioned prescribed standards shall be submitted to the construction administrative department of the provincial people's government for approval.

Article 9 (Term of Initial Deposit)

Before the construction unit handles the initial registration of commercial housing ownership, the owner and the public housing selling unit will deposit the funds into a special bank according to the amount in the Notice of Deposit of Maintenance Funds issued by the real estate and housing reform departments before handling the registration of housing ownership and transfer. A specialized bank shall issue a maintenance fund deposit certificate to the depositor.
