General property contracts, including order maintenance services, have the responsibility to manage, but have no law enforcement power. Legal basis:

Article 38 of the "Regulations on the Prevention and Control of Environmental Noise Pollution in People's Republic of China (PRC)" violates the provisions of these regulations, and shall be punished by the public security department in accordance with the "Regulations of the People's Republic of China on Administrative Penalties for Public Security":

(a) without the approval of the people's governments at or above the county level, using high-power loudspeakers or broadcast propaganda vehicles in public areas such as streets, squares, parks, convalescent areas and scenic spots;

(2) Make a loud noise to attract customers;

(3) making noise that seriously interferes with others indoors or in public places;

(4) Failing to install or use a special vehicle alarm as required;

(5) Driving a motor vehicle or vessel at a place and time where driving is prohibited.
