Provisions of Fuzhou Municipality on the Administration of Three Guarantees in Front of the Door

Article 1 In order to strengthen the management of "three guarantees in front of the door" and create a clean, orderly, beautiful and civilized urban environment, these Provisions are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Wastes, the Regulations of the State Council on the Administration of Urban Appearance and Environmental Sanitation, the Regulations on Urban Greening and other laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Provisions shall apply to the management of "three guarantees" in front of street buildings or other places and facilities as stipulated by the people's governments of cities and counties (districts) in the urban built-up areas of this Municipality. Article 3 The term "three guarantees in front of the door" as mentioned in these Provisions refers to the person responsible for maintaining urban order, environmental sanitation and greening in the area of responsibility in accordance with these Provisions. Article 4 The management of "Three Guarantees" in front of the door follows the principles of unified leadership, graded responsibility, territorial management, public participation and social supervision. Fifth city and county (District) people's government should strengthen the organization and leadership of the "three guarantees in front of the door" management, establish and improve the coordination mechanism, ensure the work funds, co-ordinate the construction of related public facilities, and improve the service level of public facilities.

City and county (District) people's governments shall organize and coordinate public security, urban management and other departments to enjoy the video materials collected in public places according to law, and promote the digital management of cities. Article 6 The urban management department of the people's government of a city or county (district) shall be in charge of the management of "three bags in front of the door" within its jurisdiction, and shall be responsible for the organization, guidance, supervision and inspection of the management of "three bags in front of the door" within its jurisdiction.

Development zone management agencies in accordance with the provisions of the people's government, do a good job in the area of "three bags in front of the door" management.

Sub-district offices and township (town) people's governments are responsible for the specific organization, implementation and daily supervision of the "three guarantees in front of the door" within their respective jurisdictions.

The village (neighborhood) committee shall assist the neighborhood offices and the township (town) people's government to do a good job in the management of three guarantees in front of the door.

City, county (District) people's government housing and urban and rural construction, ecological environment, market supervision and management, natural resources, education and sports, health, public security, finance and other departments, within the scope of their respective duties, do a good job in front of the three guarantees management related work. Article 7 People's governments at all levels shall strengthen the publicity and education of the Three Guarantees in front of the door, publicize and report the Three Guarantees in front of the door through newspapers, radio, television, internet and other public media, broadcast and publish public service advertisements in front of the door, and enhance the public's awareness of participating in maintaining urban order, environmental sanitation and greening. Eighth "three bags in front of the door" responsible person is determined in accordance with the following provisions:

(a) the residential area entrusted by the property service enterprise shall be responsible for it; For residential areas that are not managed by property service enterprises, the sub-district office is responsible for organizing special personnel to fulfill the responsibility of three guarantees in front of the door.

(two) airports, stations, docks, stadiums, parks, theaters and other public places, by the unit responsible for.

(3) Shopping malls, supermarkets, hotels, restaurants, parking lots and other places shall be operated by their operators or managers.

(4) Commercial complexes and exhibition places shall be the responsibility of their promoters or managers and exhibition organizers.

The urban management department of the people's government of the city or county (District) is responsible for making the management responsibility card of the three bags in front of the door according to its responsibilities, and setting it in a conspicuous position, without charging any fees.

The responsibility card shall specify the scope of the responsibility area, the name of the responsible person, the responsibility content, the complaint telephone number and other matters. If the information of the responsibility card changes, the responsible person shall promptly report to the urban management department of the people's government of the city or county (District) for replacement.

The responsible person shall keep the responsibility card clean and in good condition. Eleventh "three bags in front of the door" responsible person shall maintain the city order in the area of responsibility, and abide by the following provisions:

(a) shall not be allowed to pile up materials, build buildings, structures or other facilities.
