Cangzhou property fee charging standard

On July 7th, Cangzhou Development and Reform Commission issued the notice of "Implementation Measures for Grade Standards and Grade Benchmark Prices of Property Services in Residential Areas of Cangzhou City". The notice mentioned that from July 1 day, 2020, the city began to implement the new property service charging standard.

Benchmark price of newer property service level:

For super-grade residential areas 1.80 yuan/month. Square meters, first class 1.25 yuan/month. Square meters, second-class 0.95 yuan/month. Square meters and third-class 0.60 yuan/month square meters, property service enterprises can negotiate and agree on the property of this residential area with the consent of most owners under the guidance and supervision of local residents' committees.

According to the new standard, property service enterprises are not allowed to charge the owners for decoration deposit, decoration management service fee and decoration elevator use fee. When the owner decorates the house, the decoration garbage and muck generated will be removed by the property management company, and a one-time decoration garbage cleaning fee will be charged according to the standard that the construction area does not exceed 5.00 yuan per square meter.

According to regulations, property service charges should be clearly marked according to regulations. The realty service enterprise shall publicize the contents of realty service, service level standards, charging items, charging standards, charging basis, price reporting telephone number and complaint telephone number in a prominent position in the realty service area.

According to the regulations, the charging standards for residential property services that have been implemented before the promulgation of these measures can continue to be implemented before a new property service contract is signed in this residential area. If it is necessary to implement the new property service level standards and benchmark prices, the adjustment procedures of the old and new standards and benchmark prices shall be implemented in accordance with the provisions of relevant laws, regulations, rules and normative documents from the date when the next contract charging period takes effect.
