Legal analysis: (1) Comprehensive measures should be taken to cut off the main transmission links and prevent infectious diseases. There must be three links in the spread and prevalence of infectious diseases, namely, the source of infection (people and/or animals that can expel pathogens), the route of transmission (the way pathogens infect others) and the susceptible population (people who are not immune to this infectious disease). If we can completely cut off one of the links, we can prevent the occurrence and prevalence of this infectious disease. The weak links of various infectious diseases are different. We should make full use of it in prevention. In addition to the leading link, measures should be taken for other links. Only in this way can we better prevent various infectious diseases. (II) During the period of high incidence of infectious diseases, the company and the company's property service project management office should strengthen environmental maintenance, regularly disinfect the interior and periphery of the building division, carry out rodent control, fly control and mosquito control, and block the transmission route of infectious diseases. (three) regularly contact the relevant health and epidemic prevention agencies to carry out publicity on the prevention and control of infectious diseases in the building division, so that owners and users can understand the basic knowledge of infectious disease prevention and cultivate good personal hygiene habits.

Article 42 In the event of an outbreak or epidemic of infectious diseases, the local people's governments at or above the county level shall immediately organize forces to carry out prevention and control in accordance with the prevention and control plan and cut off the transmission route of infectious diseases. When necessary, the following emergency measures can be taken and announced after being approved by the people's government at the next higher level: (1) restricting or stopping performances in markets, theaters or other places where people gather; (2) suspension of work, business or classes; (three) closed or sealed public drinking water sources, food and related items contaminated by infectious disease pathogens; (4) controlling or culling wild animals, domestic animals and poultry infected with the epidemic; (five) closed places that may cause the spread of infectious diseases.

Article 45 In the event of an outbreak or epidemic of infectious diseases, the State Council has the right to urgently mobilize personnel or reserve materials and temporarily requisition houses, vehicles and related facilities and equipment throughout the country or across provinces, autonomous regions and municipalities directly under the Central Government.
