There are three ways to solve the problem of disturbing people by raising chickens in residential areas.

The Public Security Administration Punishment Law, the Regulations on the Administration of City Appearance and Environmental Sanitation, and the local regulations on the Administration of City Appearance and Environmental Sanitation all have relevant provisions.

It can be solved by the following methods:

First, residential property intervention. If chickens are raised in the public area of the community, the property has the right to deal with it.

The second is community mediation. The community has the responsibility and obligation to mediate neighborhood disputes. It is forbidden to raise chickens, ducks, geese, rabbits, sheep, pigs and other poultry and domestic animals and edible pigeons in urban areas.

Raising poultry and livestock for special needs such as teaching and scientific research shall be approved by the administrative department of city appearance and environmental sanitation of the people's government of the city. Keeping pets in urban areas is restricted. Keeping pets shall not be scattered and shall not affect environmental sanitation. Pets in roads and other public places, their owners should immediately remove feces.

Raising livestock and poultry in urban areas without approval, which affects the city appearance and environmental sanitation, shall be ordered by the administrative department of city appearance and environmental sanitation of the people's government of the city to deal with it within a time limit or be confiscated, and may also be fined from 50 yuan to 200 yuan. In violation of the provisions of the second paragraph of article twenty-ninth, the pet feces left in public places are not removed immediately, which affects the environmental sanitation, and the breeder shall be fined from 50 yuan to 200 yuan.

According to Article 75 of the Law of People's Republic of China (PRC) on Public Security Administration Punishment, anyone who raises animals and interferes with the normal life of others shall be given a warning; Those who fail to correct after warning, or allow animals to intimidate others, shall be fined from 200 yuan to 500 yuan. Whoever drives away animals to harm others shall be punished in accordance with the provisions of the first paragraph of Article 43 of this Law.

Article 33 of the Regulations on the Administration of City Appearance and Environmental Sanitation stipulates that it is forbidden to raise chickens, ducks, geese, rabbits, sheep, pigs and other livestock and poultry in urban areas established in accordance with the state administrative system; Except for special needs such as teaching and scientific research.

Thirty-fifth, livestock and poultry breeding affect the city appearance and environmental sanitation, by the city people's government administrative department of city appearance and environmental sanitation or its entrusted units, shall be ordered to deal with it within a time limit or be confiscated, and may be fined.
