Chapter I General Provisions Article 1 In order to regulate the charging behavior of property management services in our city and safeguard the legitimate rights and interests of property management units, owners and users, these measures are formulated in accordance with the People's Republic of China (PRC) Price Law and other laws, regulations and rules, and combined with the actual situation of our city. Article 2 These Measures shall apply to the charging behavior of property management services within the administrative area of Kunming.

The term "property management service charges" as mentioned in these Measures refers to the fees charged by the property management unit for daily maintenance and repair of buildings and facilities, greening, sanitation, transportation, public security and environmental appearance in the property management area (hereinafter referred to as the residential area) and providing services related to the work and life of the client upon the entrustment of the owners' committee (or the owners' representative) and the users of the property. Article 3 Property management service fees include comprehensive service fees, parking fees for vehicles in residential areas, service fees for public institutions and other special service fees. The specific classification and price forms of property management service charges are as follows:

(a) the comprehensive service fee for ordinary residential buildings in the community shall be formulated by the government; The comprehensive service fees for schools, kindergartens, apartments for the elderly (including villas), office buildings and vacant houses in the community are subject to government guidance prices.

(2) The vehicle occupancy fee in residential areas shall be set by the government.

(three) public institutions service charges, the implementation of government pricing or government guidance.

(four) special service charges, the implementation of market-adjusted prices, with the exception of mandatory charges and unified charges. Article 4 Kunming Municipal Price Bureau is the competent department of property management service charges in this Municipality, and other relevant departments of the municipal government shall assist in the management of property management service charges within their respective functions and duties. Chapter II Comprehensive Service Fees Article 5 The composition and service contents of comprehensive service fees are as follows:

(a) the basic salary of management and service personnel and the welfare fund drawn according to regulations.

(4) cleaning fee. Services include: road cleaning, parking lot, parking lot, pavilions and elevators, garbage collection and transportation, roof pool cleaning, septic tank cleaning and transportation.

(5) security costs. Services include: community security, day and night patrol duty.

(6) office expenses. It is used for the daily management, account management, property file keeping, office expenses and other reasonable expenses related to property management affairs of the owners' committee (or owners' representative).

(9) Reasonable profit. Ordinary houses shall be controlled within 5% of the above 1-7, and senior apartments and office buildings shall be controlled within 10% of the above 1-7. Article 6 Comprehensive service fees shall be managed by grades, and the Kunming Municipal Price Bureau shall, jointly with relevant departments, adjust the grade standards and charging standards in a timely manner according to the changes in service demand and cost.

In accordance with the property management service level standard, the implementation of community comprehensive services.

Comprehensive evaluation and grading. If the evaluation score is above 90 points, it will be Grade A, Grade 80 to 89 will be Grade B, Grade 70 to 79 will be Grade C, and Grade 60 to 69 will be Grade D. The property management unit will charge the comprehensive service fee according to the assessment grade (see Annex 1 and Annex 2 for the assessment content, scoring standard and comprehensive service fee). Article 7 The comprehensive service fee for apartments and office buildings for the elderly can be floated within 300% of the comprehensive service fee for residential quarters. For schools, kindergartens and single buildings that really need independent property management in the community, the comprehensive service fee will float within 50% of the comprehensive service fee of the community. The comprehensive service fee for empty houses shall be paid at 30% of the comprehensive service fee for residential areas. Unsold, leased or used vacant houses shall be paid by the development and construction unit; Empty houses that have been sold are paid by the owner of the house, and rented houses are paid by the lessee. Article 8 The comprehensive service fee shall be reasonably apportioned according to the construction area occupied by customers or households. The specific allocation method shall be agreed by the client and the property management unit in the contract. The cost of materials used in facilities and equipment such as elevators, central air conditioners, secondary pressurization of tap water and self-provided generator sets in high-rise buildings, as well as the personnel salaries, electricity charges and maintenance fees incurred, shall be determined through consultation between the client and the property management unit, and the allocation method shall be agreed. Chapter III Charges for Other Services Article 9 Parking fees for vehicles in residential areas refer to the fees charged by the property management unit to set aside parking spaces in public places and roads in residential areas with the consent of the client and relevant departments and the approval of the Price Bureau for residents in residential areas to park small vehicles (vans with more than 4 tons 12 seats are not allowed to park). The specific charging standard shall be formulated by Kunming Municipal Price Bureau.

The parking lot (including indoor) supported by the public * * * shall uniformly implement the parking lot charging standard approved by Kunming Municipal Price Bureau.

Property management units to collect fees for vehicle space occupation and supporting the construction of the parking lot, should be divided into subjects to establish accounts, independent accounting, the proceeds are all used for the maintenance of facilities in the community and make up for the lack of property management services.
