Notice on Issues Related to the Property Company Not Charging Decoration Management Service Fees

The notice stipulates that property companies may not charge decoration management service fees. Counties (cities), district price bureaus, and urban property management companies: In view of the recent feedback from many residents in urban areas, property management companies charge decoration management service fees from residents or decoration enterprises and decoration personnel in newly-built residential quarters. Therefore, after consulting the Provincial Price Bureau, according to the Reply of the Provincial Price Bureau on the Issue of Property Management Enterprises Charging Management Service Fees from Decoration Enterprises (Su Jiafu [2006] No.238), the relevant matters are hereby notified as follows: 1 Decoration enterprises (people) provide decoration services for owners of residential quarters, which does not constitute a legal service and serviced relationship with property management companies. There is no subject of management service fees, and there is no policy basis for charging standards. Therefore, the property company shall not charge the decoration management service fee to the decoration enterprise (person). 2. Property companies that have collected decoration management service fees should be cleaned up in time.
