Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Wastes, the Law of the People's Republic of China on the Promotion of Circular Economy, the Regulations on the Administration of City Appearance and Environmental Sanitation, and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the classified delivery, classified collection, classified transportation, classified treatment and related supervision and management activities of domestic garbage within the administrative area of this Municipality. Article 3 The term "domestic waste" as mentioned in these Regulations refers to the solid waste generated by units and individuals in their daily life or activities providing services for daily life, and the solid waste regarded as domestic waste according to laws and regulations.

Where there are other provisions in laws and administrative regulations on the management of industrial solid waste, hazardous waste, medical waste, discarded electrical and electronic products, construction waste and other solid waste, those provisions shall prevail. Article 4 Domestic garbage shall be classified according to recyclables, kitchen garbage, harmful waste and other garbage. Bulk garbage and decoration garbage are classified separately.

The people's governments of cities and counties (districts) may formulate these measures according to the level of economic and social development of their respective administrative areas, the characteristics and treatment methods of domestic garbage. , formulate guidelines for the classification of domestic waste, and regularly revise and publish them.

The classification standard of rural domestic waste can be appropriately adjusted by the county (District) people's government according to local conditions. Article 5 The classified management of domestic waste shall follow the principles of government leading, participation of the whole people, overall planning of urban and rural areas, local conditions and systematic promotion. Article 6 The municipal and county (district) people's governments shall strengthen the unified leadership over the classified management of domestic waste, establish a joint meeting system for the classified management of domestic waste, incorporate the classified management of domestic waste into the national economic and social development plan of their respective administrative regions, determine the target of source reduction and classified management of domestic waste, establish a whole-course classified system of domestic waste that is suitable for urban and rural development, and ensure the capital investment and staffing of classified management of domestic waste.

Township (town) people's governments and sub-district offices are responsible for the publicity, guidance, supervision and management of domestic waste classification within their respective jurisdictions.

Development and reform, housing and urban and rural construction, planning and natural resources, ecological environment, agriculture and rural areas, market supervision, finance, commerce, education, public security, transportation, health, culture and tourism, as well as the affairs management departments of municipal authorities shall, in accordance with the division of responsibilities, coordinate in the classified management of domestic waste.

The Municipal People's Government shall formulate the implementation plan for the classified management of domestic waste in the whole city, and clarify the specific division of labor and responsibilities of various functional departments in the classified management of domestic waste. Article 8 The county (district) people's government shall, in combination with the actual economic and social development and natural conditions, determine the classified management mode of rural domestic waste according to local conditions, scientifically and rationally plan, construct and configure relevant facilities and equipment, and promote the local classification and resource utilization of rural domestic waste. The owners' committee and the realty service enterprise shall carry out the propaganda work of domestic waste classification, and guide the residents to put the domestic waste into the classification.

Newspapers, radio, television, internet and other media should strengthen the propaganda of domestic waste classification management, popularize relevant knowledge, and enhance the public's awareness of domestic waste source reduction and classification.

Operators or managers of parks, shopping malls, bazaars, airports, railway stations, tourist attractions and other places shall take various forms to publicize and educate the reduction and classification of domestic waste sources.
