According to the Measures for the Administration of Property Service Charges in Shaanxi Province, unreasonable self-determined fees, such as pool energy consumption, garbage cleaning fee, wall smashing fee and paid service fee, are cancelled. If the property management company increases the service items without signing an agreement with the owner, it will increase the fees. Or the property company raised the charging standard by itself and did not determine the agreement relationship with the owner.
