Articles 10 and 13 of the Fire Protection Law and Article 24 of the Regulations of the Ministry of Public Security on Fire Protection Supervision and Management of Construction Projects stipulate that fire protection design and fire protection acceptance are only required for construction projects that require construction permits.

For construction projects that do not need to obtain construction permits according to law, fire protection design and fire protection record for completion acceptance can be omitted.

According to Item (2) of Article 2 of the Measures for the Administration of Construction Permit of Building Projects (OrderNo. 18 of the Ministry of Housing and Urban-Rural Development), a construction project with an investment of less than 300,000 yuan or a construction area of less than 300 square meters may not apply for a construction permit.

Building (structure) projects include: construction, decoration and fitment of various buildings and their ancillary facilities, installation of supporting lines, pipelines and equipment, and construction of urban municipal infrastructure projects.
