Social security issues directly affect political stability, economic development and social life. Speeding up the construction and improvement of social security prevention and control network to ensure social and political stability, good public security and people's living and working in peace and contentment is an important guarantee for economic and social development, an urgent hope of the broad masses of the people, and an objective requirement for building a "Safe and Golden East". A few days ago, I conducted a special investigation on this issue and put forward some preliminary ideas for strengthening the construction of social security prevention and control network in our region for reference.

First, fully understand the great significance of establishing and improving the social security prevention and control network.

The so-called social security prevention and control network is to organize relevant functional departments, forces from all walks of life and the broad masses of the people under the unified leadership of local party committees and governments to use various means such as reconnaissance, prevention, control, management, crackdown, education and guidance, and to combine civil air defense, physical defense, technical defense and awareness defense in political, economic, cultural, scientific and technological fields, with a quick response and a strong blow. The basic functions of this network are: first, to effectively prevent, manage and control the subjects who may commit crimes, so as to avoid or reduce the occurrence of crimes; The second is to implement security protection for vulnerable targets and enhance their anti-infringement ability; Third, all kinds of cases that have happened can be detected in time, criminals can be severely cracked down and crimes can be deterred. It can be seen that its nature is neither passive prevention nor simple attack, but an offensive prevention and control network combining attack and defense. It is of great practical significance to establish and improve the social security prevention and control network;

(A) the establishment and improvement of social security prevention and control network is an urgent requirement to implement the spirit of the provincial and municipal plenary sessions and build a "Safe Golden East". Building a strict social security prevention and control network is an important work content and basic project to implement the spirit of the plenary session of the provincial municipal party Committee and build a "safe and golden east", and it is also the key and difficult point to maintain stability and create a good public security environment. Social security is an important environment for economic development. The construction of social security prevention and control network can lay a solid foundation for the construction of "Safe Golden East", effectively maintain social stability and create a good development environment. Therefore, we must put the construction of social security prevention and control network in a prominent position, take effective measures, make key breakthroughs, vigorously promote it, give full play to its effectiveness and constantly improve it. The success of this activity will make the foundation of "Safe Jindong" more solid, the work more active, and the realization of the grand goal of "Safe Jindong" more secure. Practice shows that the policy of strike hard must be adhered to, but to fundamentally reverse the passive situation that it is difficult to fight and prevent, we must organically combine strike hard with strict prevention, and at the same time pay more attention to strengthening the construction of social security prevention and control network, actively prevent and control crimes, find and crack down on crimes in time, and realize long-term social stability. It is an effective carrier of comprehensive management of social security to establish and improve the prevention and control network of social security, implement mass prevention and treatment, leave no public security corner, and comprehensively curb the occurrence of cases. It is also a necessary measure to establish and maintain a good social security order and maintain social and political stability. At present, towns (streets), village (neighborhood) committees, factories, mines, enterprises and institutions have a large number of social forces to maintain social order, but due to the lack of effective organization and guidance, various social forces are in a loose state of doing their own thing. If through the construction of community prevention and control network, the functions of organization, coordination and guidance can be effectively brought into play, various public security forces in the jurisdiction can be integrated, multi-period and multi-level community grid patrol prevention and control work can be systematically carried out, and a relatively strict integrated prevention and control system can be formed by relying on social security forces, which will effectively improve the strength and effectiveness of comprehensive management of social security.

(3) Establishing and perfecting the social security prevention and control network is an effective means to deal with the dynamic and complex public security situation. With the deepening of reform and opening up in our region, the urbanization process is accelerated, the economic structure is strategically transformed and the interest pattern is adjusted, the flow of people and property is accelerated, and the social security situation is dynamic and complex. Mainly manifested in: First, there are a large number of unstable factors and mass incidents. Due to mass incidents and various unstable factors caused by land requisition, resettlement and enterprise restructuring, disputes over the ownership of mountain water resources in the process of development and construction have further increased, and they are increasingly characterized by sudden, large-scale, fierce confrontation and difficult disposal. Second, criminal cases are on the rise. Since the establishment of the district, except for a slight decrease in 2002, the number of criminal cases has increased year by year, especially this year 1-6, with an increase of 73.78%. Third, the mobility of criminal activities has become increasingly prominent. In recent years, the number of migrants among the criminals arrested in the whole region has been increasing, accounting for more than 50%, and even more than 70% in relatively developed areas such as Dong Xiao, Duohu, Xiaohefu Village. Criminals commit crimes quickly and escape quickly, and the time for effective disposal is fleeting. Fourth, the difficulty of public security management has increased. In the process of economic transformation, many elements of public security management have undergone major changes. The security work of large-scale mass activities and major security tasks, the unified action of public security centralized inventory and handling of public safety emergencies, and the dynamic management of population, places and industries are more arduous than ever, which inevitably requires the change of public security management mode from static management to dynamic management, from block-based to regional cooperation and linkage. Strengthening the construction of social security prevention and control network in an all-round way and implementing the combination of special groups, static and dynamic, and point, line and surface can greatly enhance the ability of public security organs to control social security and firmly grasp the initiative in struggle, which is an effective means to deal with the increasingly dynamic and complex social security situation.

(D) the establishment and improvement of social security prevention and control network is the fundamental guarantee to meet the growing security needs of the people. Security is the basic guarantee and internal demand of human and social development and progress. Historical experience at home and abroad has repeatedly proved that without a harmonious and stable social environment, the construction of material civilization, political civilization and spiritual civilization cannot be carried out smoothly. Since the establishment of our district, the economy has continued to grow rapidly, various social undertakings have developed in an all-round way, and people's living standards have been continuously improved. The broad masses of the people are in the historical process of building a well-off society in an all-round way and accelerating modernization, and their demand for safety is getting stronger and stronger. Only by making the people truly feel that there is a stable and harmonious social environment in our region and enhancing their sense of security can we have a prosperous and well-off Jin Dong. After the completion of the strict social security prevention and control network, it can improve the social security coefficient of the whole region, better meet the people's growing demand for public security, further optimize the investment environment in our region, and build a public security brand in Jin Dong.

Second, the realistic conditions and main problems of establishing and perfecting the social security prevention and control network in our region at present

The construction of social security prevention and control network is a systematic project, which needs the attention and careful construction of the whole society. At present, the establishment and improvement of social security prevention and control network in our district has certain realistic conditions and foundation.

(a) have a solid foundation for public security work. Since the establishment of the district, the public security organs in the whole district have taken the initiative to comply with the situation and development requirements, taking the long-term persistence in the struggle of "strike hard and rectify" and deepening the activity of "connecting every village" as the main work carrier, carried out the central work in various stages in a planned and step-by-step manner in accordance with the unified arrangements of the public security organs at higher levels and combined with the reality of Jin Dong, explored and accumulated many successful experiences, effectively improved the level of handling mass incidents and the actual combat ability against crimes, and established the mediation and resolution of unstable factors, contradictions and disputes. The basic work of public security at the grass-roots level has been continuously consolidated, and the construction of mass prevention and treatment organizations such as public security associations and village protection teams has become more standardized. The control of floating population, rental houses, various places and industries has been continuously strengthened, and the effectiveness of crackdown, management, prevention and service has become increasingly obvious, providing a strong foundation for public security work.

(2) Facing very good job opportunities. With the continuous improvement of people's living standards in our region, the demand for safety is more and more urgent, and the initiative and enthusiasm of participating in social security prevention and control are gradually enhanced, which provides a mass basis for building a social security prevention and control network; At present, the level of urbanization in our district is not high, the number of floating population is relatively small, there are few places and industries that are easy to breed illegal crimes, and the total amount of illegal crimes is not very large. In this case, strengthening the prevention and control of social security as soon as possible can not only reduce investment and achieve twice the result with half the effort, but also effectively optimize the social security environment in our region and promote economic development; The Seventh Plenary Session of the First Session of the District Committee made a major strategic plan to build a "Safe and Golden East" and promote social harmony and stability, in which the work requirements for building a strict social security prevention and control system were specifically put forward, which is the best opportunity for us to build a social security prevention and control network.

(3) Having a high-quality public security team. Years of actual combat in public security work have cultivated and tempered a public security team with firm politics, excellent business, strict law enforcement and tenacious style, and a team of leading cadres who are loyal, reliable, proficient in business, good at management and pragmatic. This is the most important foundation and guarantee for public security organs to become the "main force" and "vanguard" in building a social security prevention and control network.

But at the same time, we can see that there are still the following main difficulties and problems in building a strict and effective social security prevention and control network: First, the organization and leadership are not strong. Grass-roots party committees and governments have not paid enough attention to the prevention and control of social security, and have not really put it on the important agenda as they treat economic construction. They have not established a long-term mechanism. When they attach importance to it, they will take administrative measures to strengthen it in stages, but when a gust of wind passes, it will resume. One-sided view that it is a matter for the public security to maintain stability, the unified organization and leadership is not strong, the prevention and control of social security lacks planning, the system construction is incomplete, the implementation is not in place, and the responsibilities of government departments, units and all walks of life in the prevention and control of social security are unclear, making it difficult to form a joint force of prevention and control. Second, there is a lack of personnel security. As the main force of social security prevention and control, public security organs take up a lot of time and energy of police because of the heavy workload of receiving police, cracking down on illegal crimes and mediating contradictions and disputes. The existing police force is seriously insufficient, and it is impossible to spare enough power to carry out long-term dynamic prevention and control work such as patrolling and setting up checkpoints. There is no special patrol police force and no professional patrol prevention and control auxiliary police force in our district. Social prevention and control forces such as mass prevention and treatment are weak, lack of organizational leadership and attention, and it is difficult to implement funds and remuneration. Third, there is a lack of financial guarantee. Party committees and governments at all levels, departments, rural grassroots organizations, business circles and the broad masses of the people have a weak awareness of "spending money to buy peace." The government has not included the funds needed for public security prevention and control into the fiscal budget, set up special funds for public security prevention and control, and established a mechanism for raising, managing and using funds for public security prevention and control, which can not effectively guarantee the normal development of public security prevention and control work.

Three, establish and improve the overall principles and key points of social security prevention and control network.

According to the viewpoint of system theory, the construction of public security prevention and control network is to optimize the allocation of various prevention and control resources to the maximum extent, integrate the forces of public security organs and all aspects of society through the carrier of prevention and control system, twist it into a fist, and form a highly dynamic, socialized and scientific public security prevention and control system with integrity, practicality, coordination and openness. Therefore, to establish and improve the social security prevention and control network in our region, we must follow the following general principles:

The first is the principle of comprehensive management. The construction of social security prevention and control network belongs to the category of comprehensive management. It is necessary to organize all government departments and mobilize all social forces to participate. We must adhere to the principle of comprehensive management of social security. Under the unified leadership of the Party Committee and the government, the Comprehensive Management Committee will take the lead in implementing the work responsibilities of all relevant departments, give full play to the role of grassroots organizations and the masses at all levels, and strive to form a good situation of unified leadership of the party and government, coordinated operations of departments and extensive participation of the masses.

The second is to implement the principle step by step. The construction of social security prevention and control network is a long-term work, which cannot be accomplished overnight. There are many contents involved in the construction of social security prevention and control network, and the actual situation of towns (streets) in the whole region is not the same. It is necessary to adjust the work contents and priorities in different places and different periods according to the actual situation, adjust measures to local conditions and seek truth from facts, rather than "one size fits all". At the same time, we should also pay attention to the connection of various work contents and methods, so as to achieve "four combinations" such as the combination of people's technology and defense, the combination of point, line and surface, the combination of public defense and secret control, and the combination of special work and mass line.

According to the above general principles, the focus of social security prevention and control network construction in our region at present and in the future should be on the "2233" project of "building two teams, highlighting two regions, perfecting three mechanisms and tightening three prevention and control networks".

(1) Establish two teams.

1, professional patrol of auxiliary police. Patrol is an important means of social security prevention and control, and it is an effective way to actively prevent all kinds of illegal and criminal acts and find and arrest criminals in time. To achieve the expected results, the inspection work must be adhered to for a long time. Compared with the increasingly complex social security situation in our region, the professional prevention force is seriously insufficient and the prevention efficiency is obviously low, so the construction of professional patrol team must be strengthened. Judging from the present situation of police force of public security organs in our district, it is unrealistic to rely on public security organs to deploy a professional patrol force from the police, which will inevitably affect the development of other public security work. It is suggested that the labor department and the public security organs jointly recruit 100- 150 personnel, and the Jin Dong patrol brigade will be established at the expense of the government. It is clear that the function of the brigade is to carry out patrol tasks, and the personnel are uniformly trained, managed and used by the public security organs, and patrol squadrons are set up according to the jurisdiction of the police station to solve the problem that the patrol work cannot be carried out normally due to the lack of professional patrol forces.

2. Group defense and group governance team. To truly achieve the goal of social security prevention and control, we must establish various forms of mass prevention and treatment teams, fully mobilize and organize the broad masses of the people to actively participate. A few years ago, the construction of the group prevention and treatment team in our region achieved certain results and made great contributions to maintaining social order in our region. However, according to the investigation of the current group prevention and treatment team, there are some problems, such as difficulty in organizing and launching, difficulty in implementing salary, difficulty in persisting in work, uneven quality of personnel, unsatisfactory work performance and so on. Therefore, it is necessary to re-integrate the group prevention and treatment teams in our district, such as the team of protecting the society, the team of protecting the village and the team of protecting the factory. Under the leadership of township (street) party committees and governments, the comprehensive management office will take the lead and the police station will operate specifically. According to the principle of necessity and practicality, we should adjust and enrich the staff, eliminate some people with low quality and lack of working ability, implement the organization and funding guarantee of the group prevention and treatment team, and standardize the working system, so that the construction of the group prevention and treatment team will gradually embark on the road of legalization and standardization. The key point is to build four teams: first, the rural public security mediation Committee. Fully equipped with strong directors (villages with complex public security can be equipped with 1-2 deputy directors) and members, and remuneration and delays subsidies will be implemented, and the funds will be solved by the village collective; The second is the village protection team. In the village where the public security organs think it is necessary to establish and the conditions are ripe, a village protection team will be established, with 4-6 people in each team (which can be concurrently held by village cadres or members of the safety committee), and the basic salary will be implemented and incentive fees will be set up, and the funds will be solved by the village collective; The third is the enterprise factory security team. In large-scale, multi-personnel, good efficiency enterprises to form a factory protection team, according to the need to set up personnel. Other general enterprises determine that 1-2 people are responsible for safety, and the remuneration is settled by the enterprise; The fourth is the safety of residential areas. Every 50 households to 100 households in the built and newly-built residential quarters shall be equipped with 1 security guards, and the funds shall be paid from the household property management fee.

(2) Highlight two key prevention and control areas.

The construction of social security prevention and control network in our region should highlight the "Golden Triangle" area and the suburbs such as Duohu, Dong Xiao and Song Chi. This is because: the geographical location is important, and these two areas are the main entrances and exits of our district, which are located on the main roads and connected with Yiwu and Wucheng, two relatively developed urban areas respectively. Doing a good job in public security prevention and control in these two areas can effectively block the inflow of criminals; There are many industrial enterprises, the economy is relatively developed, the people's demand for safety is relatively high, their enthusiasm for participating in social security is relatively strong, and the objective conditions for implementing social security prevention and control are good; Social security is relatively complex, and various social contradictions are more prominent. The number of foreign population, criminal cases and mass incidents are dominant in the whole region. It is more important and necessary to establish and improve the social security prevention and control network. The prevention and control of social security in these two regions can greatly improve the public security environment in our region and at the same time promote the prevention and control of social security in the whole region.

(3) Improve the three mechanisms.

1, conflict resolution mechanism. Judging from the acceptance by public security organs, there were 5438+0 in 2006, 1 1 in 2002,11in 2003, and 602 public security disputes from 0 to 6 in 2004. The existence of a large number of contradictions and disputes has greatly affected the public security environment in our region and is bound to hinder economic and social development. Contradictions and disputes are caused by various reasons, which are obviously social and cannot be completely solved by any department alone. On the basis of giving full play to the functions of rural grass-roots organizations, township judicial offices (stations), people's courts, letters and visits, public security and other functional departments, under the leadership and coordination of comprehensive management committees (offices), a dispute mediation agency with the participation of relevant departments should be established in various towns (streets). All kinds of contradictions and disputes should be mediated at different levels and departments, and complex contradictions should be solved by multi-departments in coordination. Improve the mechanism and system of mediation and resolution of contradictions and disputes, put this work into a regular and standardized track, resolve contradictions and disputes in the bud in time, avoid the intensification of contradictions and disputes, and minimize the transformation of contradictions and disputes into various cases and mass incidents.

2, floating population, rental housing management mechanism. Floating population is the group with the most incomplete basic information, the most difficult activities to master and the most difficult suspects to find out. Rental housing is the most difficult part to control in the foothold of floating population. To build a strict social security prevention and control network, we must do a good job in controlling the floating population and rental houses. Faced with the reality that the floating population is large, wide, numerous and mobile, it is obviously unrealistic to rely on public security organs to manage the floating population well, and it does not conform to the principle of comprehensive management of social security. Therefore, we must improve the socialized management mechanism of floating population and rental housing in the new period. First, villages and enterprises with large floating population are registered by grassroots organizations and enterprises, and on the basis of solving the remuneration, special personnel are assigned to assist the public security organs in managing the floating population; The second is to implement the spirit of the Notice of the Ministry of Finance, the Ministry of Labor and Social Security, the Ministry of Public Security, the Ministry of Education, and the Population and Family Planning Commission on Issues Concerning the Inclusion of Migrant Workers' Management and Other Related Funds in the Expenditure Scope of the Financial Budget (FB [2003] No.561). Third, it is necessary to clarify the responsibilities of personnel, labor, social security, civil affairs, education, health, family planning, housing management and other departments in the management of floating population, strengthen assessment, and urge them to fully perform relevant functions; Fourth, the public security organs carry out classified and information-based management of the floating population, and actively use various professional means to strengthen control.

3, information early warning, major case (thing) plan mechanism. Public security organs should attach great importance to the collection, judgment and application of intelligence information in the construction of social security prevention and control network. Within the scope of work involved, information officers are widely deployed in every natural village, neighborhood committee, enterprise, institution and all complex places, extending the tentacles of intelligence information to all levels, fields and corners of society, obtaining all kinds of deep-seated and early-warning public security information in time, grasping social situation, public opinion and social dynamics in time, finding clues to solve crimes according to targets, and striving to grasp the initiative of public security work. Internally, it is necessary to strengthen the comprehensive analysis, judgment and investigation of information, enhance the initiative and pertinence of work, and nip in the bud. In addition, on the basis of full investigation and summing up work experience, we should strengthen the strategic research on handling mass incidents, major criminal cases and violent cases, make careful plans for major cases (incidents), organize drills, and effectively enhance the handling capacity.

(4) A strict three-level prevention and control network.

1, rural (community) public security prevention and control network. Construction of rural (community) prevention and control network, the scope of prevention and control mainly includes rural areas, residential areas and units. Adhere to the principle of combining special work with the mass line, base on the jurisdiction, fully rely on and utilize social resources, build a strict prevention and control network, and promote and promote the stability of the whole social security with the stability of small areas. The main work measures are as follows: First, carry out publicity and education on safety precautions. It is necessary to make full use of all kinds of news media and propaganda positions, and use bulletin boards, open letters, printed warning letters, warning cards and other popular propaganda forms to publicize safety prevention knowledge, enhance people's awareness of self-prevention, and prevent and reduce cases to the maximum extent. Second, we must carry out group prevention and treatment. Actively guide and organize the group prevention and treatment teams mainly composed of security clubs, village protection teams, factory protection teams, security guards in residential areas, public security activists and public security information officers, and carry out effective group prevention and treatment work such as dispute mediation, public security patrol, building nursing homes, neighborhood watch and building factories according to local conditions. Third, we must do a good job in the construction of safety precautions. Establish closed courtyards and motor vehicle parking lots (sheds) in residential areas, and actively promote safety technical facilities such as electronic security doors in units. Financial and trade, party and government organs, large enterprises and institutions and other key parts and conditional residential quarters should promote the installation of CK alarm system, closed-circuit monitoring system and other high-tech prevention products to improve the effectiveness of prevention.

2. Dynamic patrol prevention and control network. According to the social security situation and the law of crime occurrence, key patrol areas and general patrol areas are divided in space, and key patrol periods and general patrol periods are divided in time. Establish a three-level patrol mechanism: in the first level, the full-time patrol police led by the police will patrol and wait for key areas in key periods by combining openness and secrecy; At the second level, the police station organizes village security teams, factory security teams and community security forces to patrol in and around villages, factories and communities; According to the needs, the third-level sub-bureau organizes the police force of the bureau to conduct irregular patrols on the main roads, key market towns, crime-prone parts and border areas of each jurisdiction. Take different patrol prevention and control measures in different places and at different time periods, combine car patrol, walking patrol and on-site waiting, and coordinate with each other at three levels to implement dynamic control. When human and material resources permit, we will realize day-and-night linkage, urban-rural interaction and various means, and gradually form a dynamic patrol prevention and control network that integrates urban and rural areas, is smooth up and down, and is coordinated by police.

3, security card, sentry box, position blockade control network. The first is to set up a reasonable security card point. According to the location characteristics and traffic routes, set up interregional security checkpoints at the junction of Yiwu, Wucheng and Wuyi in our district, define the person in charge of the checkpoints, equip them with necessary equipment, ensure that the police force is in place and the communication is smooth, and conditionally install TV image monitoring systems. Once the police report to the police, they will immediately stop and control, thus improving the ability to stop and control fugitives' crimes. The second is the rational layout of public security booths. Through scientific planning, public security sentry box will be rationally deployed along the main traffic roads, industrial parks, professional markets and case-prone parts in the whole region, and police, security guards or village (factory) heads will be stationed as appropriate to prevent and control the surrounding public security. The third is to strengthen position control. Establish trade associations in special industries such as waste purchasing, second-hand mobile phone trading, second-hand goods trading, gold and silver jewelry processing, hotel industry, etc. , further strengthen industry autonomy, strengthen position control, and serve for reconnaissance and case solving. The fourth is to set up information officers in enterprise doormen, dealerships and rental homeowners with relatively concentrated foreign population to collect suspicious situations among the foreign population.

Four, a clear responsibility, close cooperation, forming a strong synergy of social security prevention and control network construction.

To establish and improve the community prevention and control network and effectively strengthen the social security management in our district, we must follow the principle of "Party and government leadership, comprehensive management, public security first, multi-party cooperation and comprehensive management", effectively strengthen organizational leadership, give full play to the functions of various departments, and form a strong working force.

(1) Strengthen leadership. It is suggested that the district party committee and the district government set up a leading organization for the construction of social security prevention and control network with the main leaders of the party and government as the heads, improve the organizational leadership system and working mechanism, strengthen the leadership of social security prevention and control, and incorporate the public security prevention and control work within the responsibilities of the party committee and government into the overall planning and construction opinions of regional economic and social development, so as to provide policy guarantee for the functional departments to carry out their work. At the same time, we should vigorously strengthen the construction of grass-roots political power, attach importance to and do a good job in civic moral quality education and spiritual civilization construction.

Clear responsibility

1, comprehensive management committee. First, it is responsible for formulating the overall work plan and the corresponding assessment methods for the construction of community prevention and control networks in Jindong District. The second is to set up prevention and control forces, build prevention and control networks, organize and coordinate the work of various departments and township streets, and implement relevant work responsibilities. The third is to do a good job in inspection, supervision, evaluation and summary and commendation.

2. Public Security Bureau. First, it is responsible for analyzing the public security situation in the whole region and putting forward the key points of public security prevention and control work and specific implementation opinions. The second is to strengthen investigation and solve cases and effectively crack down on all kinds of illegal and criminal activities.
