Second, criminal cases are on the rise. Third, the mobility of criminal activities has become increasingly prominent. In recent years, the number of migrants among the criminals arrested in the whole region has been increasing, accounting for more than 50%, and even more than 70% in relatively developed areas such as Dong Xiao, Duohu, Xiaohefu Village. Criminals commit crimes quickly and escape quickly, and the time for effective disposal is fleeting. Fourth, the difficulty of public security management has increased. In the process of economic transformation, many elements of public security management have undergone major changes. The security work of large-scale mass activities and major security tasks, the unified action of public security centralized inventory and handling of public safety emergencies, and the dynamic management of population, places and industries are more arduous than ever, which inevitably requires the change of public security management mode from static management to dynamic management, from block-based to regional cooperation and linkage. Strengthening the construction of social security prevention and control network in an all-round way and implementing the combination of special groups, static and dynamic, and point, line and surface can greatly enhance the ability of public security organs to control social security and firmly grasp the initiative in struggle, which is an effective means to deal with the increasingly dynamic and complex social security situation.

(2) Facing very good job opportunities. With the continuous improvement of people's living standards in our region, the demand for safety is more and more urgent, and the initiative and enthusiasm of participating in social security prevention and control are gradually enhanced, which provides a mass basis for building a social security prevention and control network; At present, the level of urbanization in our district is not high, the number of floating population is relatively small, there are few places and industries that are easy to breed illegal crimes, and the total amount of illegal crimes is not very large. In this case, strengthening the prevention and control of social security as soon as possible can not only reduce investment and achieve twice the result with half the effort, but also effectively optimize the social security environment in our region and promote economic development; The Seventh Plenary Session of the First Session of the District Committee made a major strategic plan to build a "Safe and Golden East" and promote social harmony and stability, in which the work requirements for building a strict social security prevention and control system were specifically put forward, which is the best opportunity for us to build a social security prevention and control network.

(3) Having a high-quality public security team. Years of actual combat in public security work have cultivated and tempered a public security team with firm politics, excellent business, strict law enforcement and tenacious style, and a team of leading cadres who are loyal, reliable, proficient in business, good at management and pragmatic. This is the most important foundation and guarantee for public security organs to become the "main force" and "vanguard" in building a social security prevention and control network.

But at the same time, we can see that there are still the following main difficulties and problems in building a strict and effective social security prevention and control network: First, the organization and leadership are not strong. Grass-roots party committees and governments have not paid enough attention to the prevention and control of social security, and have not really put it on the important agenda as they treat economic construction. They have not established a long-term mechanism. When they attach importance to it, they will take administrative measures to strengthen it in stages, but when a gust of wind passes, it will resume. One-sided view that it is a matter for the public security to maintain stability, the unified organization and leadership is not strong, the prevention and control of social security lacks planning, the system construction is incomplete, the implementation is not in place, and the responsibilities of government departments, units and all walks of life in the prevention and control of social security are unclear, making it difficult to form a joint force of prevention and control. Second, there is a lack of personnel security. As the main force of social security prevention and control, public security organs take up a lot of time and energy of police because of the heavy workload of receiving police, cracking down on illegal crimes and mediating contradictions and disputes. The existing police force is seriously insufficient, and it is impossible to spare enough power to carry out long-term dynamic prevention and control work such as patrolling and setting up checkpoints. There is no special patrol police force and no professional patrol prevention and control auxiliary police force in our district. Social prevention and control forces such as mass prevention and treatment are weak, lack of organizational leadership and attention, and it is difficult to implement funds and remuneration. Third, there is a lack of financial guarantee. Party committees and governments at all levels, departments, rural grassroots organizations, business circles and the broad masses of the people have a weak awareness of "spending money to buy peace." The government has not included the funds needed for public security prevention and control into the fiscal budget, set up special funds for public security prevention and control, and established a mechanism for raising, managing and using funds for public security prevention and control, which can not effectively guarantee the normal development of public security prevention and control work.

Three, establish and improve the overall principles and key points of social security prevention and control network.

According to the viewpoint of system theory, the construction of public security prevention and control network is to optimize the allocation of various prevention and control resources to the maximum extent, integrate the forces of public security organs and all aspects of society through the carrier of prevention and control system, twist it into a fist, and form a highly dynamic, socialized and scientific public security prevention and control system with integrity, practicality, coordination and openness. The first is the principle of comprehensive management. The construction of social security prevention and control network belongs to the category of comprehensive management. Judging from the present situation of police force of public security organs in our district, it is unrealistic to rely on public security organs to deploy a professional patrol force from the police, which will inevitably affect the development of other public security work. It is suggested that the labor department and the public security organs jointly recruit 100- 150 personnel, and the Jin Dong patrol brigade will be established at the expense of the government. It is clear that the function of the brigade is to carry out patrol tasks, and the personnel are uniformly trained, managed and used by the public security organs, and patrol squadrons are set up according to the jurisdiction of the police station to solve the problem that the patrol work cannot be carried out normally due to the lack of professional patrol forces.

2. Group defense and group governance team. To truly achieve the goal of social security prevention and control, we must establish various forms of mass prevention and treatment teams, fully mobilize and organize the broad masses of the people to actively participate. A few years ago, the construction of the group prevention and treatment team in our region achieved certain results and made great contributions to maintaining social order in our region. However, according to the investigation of the current group prevention and treatment team, there are some problems, such as difficulty in organizing and launching, difficulty in implementing salary, difficulty in persisting in work, uneven quality of personnel, unsatisfactory work performance and so on. Therefore, it is necessary to re-integrate the group prevention and treatment teams in our district, such as the team of protecting the society, the team of protecting the village and the team of protecting the factory. Under the leadership of township (street) party committees and governments, the comprehensive management office will take the lead and the police station will operate specifically. According to the principle of necessity and practicality, we should adjust and enrich the staff, eliminate some people with low quality and lack of working ability, implement the organization and funding guarantee of the group prevention and treatment team, and standardize the working system, so that the construction of the group prevention and treatment team will gradually embark on the road of legalization and standardization. The key point is to build four teams: first, the rural public security mediation Committee. (2) Highlight two key prevention and control areas.

The construction of social security prevention and control network in our region should highlight the "Golden Triangle" area and the suburbs such as Duohu, Dong Xiao and Song Chi. The number of foreign population, criminal cases and mass incidents are dominant in the whole region. It is more important and necessary to establish and improve the social security prevention and control network. The prevention and control of social security in these two regions can greatly improve the public security environment in our region and at the same time promote the prevention and control of social security in the whole region.

(3) Improve the three mechanisms.

On the basis of giving full play to the functions of rural grass-roots organizations, township judicial offices (stations), people's courts, letters and visits, public security and other functional departments, under the leadership and coordination of comprehensive management committees (offices), a dispute mediation agency with the participation of relevant departments should be established in various towns (streets). All kinds of contradictions and disputes should be mediated at different levels and departments, and complex contradictions should be solved by multi-departments in coordination. Improve the mechanism and system of mediation and resolution of contradictions and disputes, put this work into a regular and standardized track, resolve contradictions and disputes in the bud in time, avoid the intensification of contradictions and disputes, and minimize the transformation of contradictions and disputes into various cases and mass incidents.

2, floating population, rental housing management mechanism. Floating population is the group with the most incomplete basic information, the most difficult activities to master and the most difficult suspects to find out. Rental housing is the most difficult part to control in the foothold of floating population. To build a strict social security prevention and control network, we must do a good job in controlling the floating population and rental houses. Faced with the reality that the floating population is large, wide, numerous and mobile, it is obviously unrealistic to rely on public security organs to manage the floating population well, and it does not conform to the principle of comprehensive management of social security. Therefore, we must improve the socialized management mechanism of floating population and rental housing in the new period. Public security organs should attach great importance to the collection, judgment and application of intelligence information in the construction of social security prevention and control network. Within the scope of work involved, information officers are widely deployed in every natural village, neighborhood committee, enterprise, institution and all complex places, extending the tentacles of intelligence information to all levels, fields and corners of society, obtaining all kinds of deep-seated and early-warning public security information in time, grasping social situation, public opinion and social dynamics in time, finding clues to solve crimes according to targets, and striving to grasp the initiative of public security work. Internally, it is necessary to strengthen the comprehensive analysis, judgment and investigation of information, enhance the initiative and pertinence of work, and nip in the bud. In addition, on the basis of full investigation and summing up work experience, we should strengthen the strategic research on handling mass incidents, major criminal cases and violent cases, make careful plans for major cases (incidents), organize drills, and effectively enhance the handling capacity.

(4) A strict three-level prevention and control network.

Second, we must carry out group prevention and treatment. 2. Dynamic patrol prevention and control network. According to the social security situation and the law of crime occurrence, key patrol areas and general patrol areas are divided in space, and key patrol periods and general patrol periods are divided in time. 3, security card, sentry box, position blockade control network. The first is to set up a reasonable security card point. According to the location characteristics and traffic routes, set up interregional security checkpoints at the junction of Yiwu, Wucheng and Wuyi in our district, define the person in charge of the checkpoints, equip them with necessary equipment, ensure that the police force is in place and the communication is smooth, and conditionally install TV image monitoring systems. The fourth is to set up information officers in enterprise doormen, dealerships and rental homeowners with relatively concentrated foreign population to collect suspicious situations among the foreign population.

Four, a clear responsibility, close cooperation, forming a strong synergy of social security prevention and control network construction.

To establish and improve the community prevention and control network and effectively strengthen the social security management in our district, we must follow the principle of "Party and government leadership, comprehensive management, public security first, multi-party cooperation and comprehensive management", effectively strengthen organizational leadership, give full play to the functions of various departments, and form a strong working force.
