Improve and optimize the establishment of community party organizations, give full play to the leading core role of community party organizations, and ensure the correct direction and supporting conditions for community construction. Establish a joint meeting system for community party building work, mobilize the community as a unit to increase the opening of facilities, personnel exchanges and financial assistance, form a good situation of building positions, jointly creating activities and information communication, and integrate the effectiveness of community public resources.

Second, we must rely on inner-party democracy to ensure residents' democracy. Improve the deliberation system of community party member representatives, and actively explore various forms of realizing inner-party grassroots democracy. In accordance with the requirements of the 18th National Congress of the Communist Party of China, we should improve the deliberation and coordination mechanism of the "two committees" in communities, improve the working methods of community party organizations, implement the Party's tasks by supporting community neighborhood committees to fully exercise their autonomous duties, win the support of the masses by supporting community residents to carry out autonomous activities, and reflect the leading role by supporting various community organizations to participate in service management.

Third, we should rely on the role of party member to promote residents' participation. Democratic election, decision-making, management and supervision must run through the whole process and all aspects of community construction.

Taking the revision of the organic law of urban residents' committees as an opportunity, we will speed up the improvement of the development of community residents' autonomy system and steadily increase the proportion of direct elections of community residents' committees. Develop democratic forms such as courtyard (building, gatehouse) autonomy, owner autonomy and community autonomy, create conditions for migrant workers to integrate into the community and participate in community management, and broaden the channels of participation such as community media, Internet and mobile devices.

Third, improve service capacity and give full play to the role of community in serving residents. Community service is an important support to ensure and improve people's livelihood, and serving residents and benefiting the masses must be the main task of community construction.

Accelerate the construction of community comprehensive service facilities, strive to reach 90% coverage of community comprehensive service facilities at the end of the Twelfth Five-Year Plan, and gradually expand the network coverage of community service facilities. Fourth, promote the participation of multiple subjects and innovate community social governance. Community governance is the embodiment of innovative social management, which transforms the one-way management of the government into the organic combination of government administration and grass-roots democratic autonomy, and realizes the participation of multiple subjects in community governance.

First, actively promote the transformation of grass-roots government functions. Based on the principle of optimizing levels and improving administrative efficiency, we will promote the construction of a service-oriented government and promote the reform of the grass-roots management system. All localities can proceed from the local reality, or explore the system of directly governing the community in the district, or explore the "center system" of the street, so as to realize the sinking of manpower, financial resources and material resources to the community and provide various services based on the community.

Consolidate the leading core position of community party organizations, give full play to the autonomous role of community neighborhood committees, support community social organizations to carry out activities, strengthen the guidance and supervision of government public service agencies, owners' committees and property service enterprises, establish a responsibility evaluation mechanism for community construction in resident units, and promote the formation of a pattern of community party organizations leading, community neighborhood committees leading, community public service agencies, community social organizations, owners' organizations, resident units and community residents participating in many ways.

Third, vigorously develop community social organizations. In accordance with the idea of "government support, social operation, professional development and project cooperation", we will actively explore the linkage of "communities, associations and social workers" and promote the establishment of a new mechanism for community service management with the community as the platform, social organizations as the carrier and professional social workers as the support. We will improve the policies for the development of community social organizations and the construction of community social work professionals, implement the system of government purchasing services, establish a public welfare venture capital mechanism, give full play to the role of community social organizations, and encourage other social organizations and social work professionals to provide services in the community.

Fifth, strengthen organizational leadership and improve the working mechanism. It is necessary to incorporate community construction into the overall layout of local social construction, strengthen policy creation and guidance, increase funding and personnel protection, and strengthen work supervision and task implementation.

Conscientiously implement the Plan for the Construction of Community Service System (2011-2015), do a good job in the use of funds, planning and design, project management and inspection and acceptance according to the annual investment plan, give priority to the construction of community comprehensive service facilities, focus on strengthening the construction of community comprehensive information platform, and strive to improve the management conditions of community services in a short time. Promote the construction of community service talents, speed up the construction of community workers' training base, and strengthen the education and training of community workers in accordance with the principle of "hierarchical organization, classified promotion and step-by-step implementation". It is necessary to further promote the reform of the community management system and the innovation of the community service mechanism, give full play to the leading role of the reform of the "National Community Governance and Service Innovation Experimental Zone", and provide a vivid model for community construction throughout the country.
