(2) Housing reform business must be approved by interested owners. Article 8 of the Supreme People's Court's Interpretation on Several Issues Concerning the Specific Application of Laws in the Trial of Disputes over Differentiated Ownership of Buildings (Draft for Comment) stipulates: "An owner who has directly damaged or may directly damage his normal residence and living environment because other owners have changed his residence into commercial houses, office buildings and other business buildings shall be recognized as an' interested party' as mentioned in Article 77 of the Property Law. Therefore, "interested owners" refer to owners whose normal life and living environment have been or may be directly damaged. Here, stakeholders are not a fixed scope, and the scope of subjects involved in different business activities is different. For example, opening a convenience store on the first floor only affects the rights and interests of neighbors and upstairs owners, while opening a restaurant will affect more owners because of the fumes. Therefore, as long as it affects the owner's normal life and living environment, it is an interested owner. The Property Law gives the interested owners the right of veto in advance, that is, if the interested owners do not agree to change the residence to business, the owners cannot change the residence to business.
