Legal analysis: the monitoring in the residential area belongs to the public safety and public security monitoring scope of property management. The residential property management office should be responsible for improving the relevant hardware equipment (monitoring lens and wiring installation) to achieve comprehensive coverage of the entire regional management scope. Otherwise, if the owner's life or property is lost due to the unsuitable security facilities, it should be punished as a breach of contract, and even the corresponding civil liability can be investigated.

Legal basis: Article 36 of the Regulations on Property Management, a property service enterprise shall provide corresponding services in accordance with the stipulations of the property service contract. If the realty service enterprise fails to perform the realty service contract, causing personal and property safety damage to the owner, it shall bear corresponding legal responsibilities according to law.
