Main responsibilities of Guizhou Provincial Department of Housing and Urban-Rural Development

(a) the implementation of administrative policies, laws and regulations on housing security and urban and rural construction.

To formulate the housing security policy of the whole province and guide its implementation; To formulate low-rent housing development plans and annual plans in conjunction with relevant departments and guide their implementation; In conjunction with relevant departments, arrange national and provincial low-rent housing funds and guide their implementation.

(six) to undertake the responsibility of establishing a scientific and standardized system of engineering construction standards. (seven) to assume the responsibility of regulating the order of the real estate market and supervising and managing the real estate market. Formulate real estate market supervision policies in conjunction with relevant departments; Guide the paid transfer, development and utilization of urban land use rights, and formulate industry development plans and industrial policies for the real estate industry; To formulate rules and regulations on real estate market construction, real estate development, real estate ownership management, housing lease, housing area management, real estate evaluation and brokerage management, property management, housing expropriation, housing demolition, housing industrialization and urban dangerous housing safety management and organize their implementation; Responsible for the audit of relevant qualifications in the real estate industry.

(eight) responsible for the supervision and management of the province's construction industry. To formulate industry development strategies and rules and regulations for engineering construction, survey and design, construction industry (including indoor and outdoor architectural decoration, the same below) and construction engineering service industry and organize their implementation; Organize and coordinate engineering survey and design consulting institutions and construction enterprises to participate in domestic and foreign engineering contracting and construction labor cooperation.

(nine) supervision and management of the construction market, standardize the main behavior of all parties in the market. (ten) to undertake the responsibility of supervision and management of the quality and safety of housing and municipal engineering. To implement the rules and regulations on the quality, safety in production and completion acceptance of construction projects; Responsible for the emergency management of production safety accidents in housing and municipal engineering construction, and organize and participate in the investigation and handling of major quality and safety accidents in construction projects; To formulate technical specifications for the construction industry and engineering survey and design consulting industry; Prepare disaster prevention and mitigation plans for urban and rural construction; Guide the seismic fortification of buildings and their ancillary facilities and urban municipal facilities.

(eleven) to assume the responsibility of guiding the management of urban construction. To formulate policies, plans and guide the implementation of urban construction; To guide the construction, safety and emergency management of urban municipal public facilities; To formulate the development plan of scenic spots, and be responsible for the examination and approval, supervision and management of scenic spots; Organize and coordinate the declaration and management of natural heritage projects and natural and cultural dual heritage projects; Responsible for the protection, supervision and management of historical and cultural cities (towns and villages) in conjunction with relevant departments.

(twelve) to assume the responsibility of standardizing and guiding the planning and construction of villages and market towns (including towns, townships and villages). To formulate policies for the construction of villages and towns and organize their implementation; Organize the formulation of long-term development plans for village and town construction; Guide the preparation, approval and implementation of urban planning, and promote the general design drawings of rural housing; Guide the construction of infrastructure projects in villages and towns; Guide the improvement of human settlements in villages and towns; Responsible for the planning and construction of rural housing and rural dangerous houses; Guide the relocation (reconstruction) of affected villages and towns and the planning and construction of large-scale national key construction projects.

(thirteen) to undertake the responsibility of promoting building energy conservation, wall material innovation and urban emission reduction. To formulate scientific and technological development plans and policies for housing and urban and rural construction and organize their implementation; Responsible for the preparation and implementation of scientific and technological project plans in the construction field, the transformation of scientific and technological achievements in the construction field and the popularization and application of new technologies; Formulate policies, plans and organize the implementation of building energy conservation and wall material innovation in conjunction with relevant departments; Organize the implementation of major building energy-saving projects, and be responsible for the evaluation, appraisal and popularization and application of new wall materials; Guide the province's building energy conservation and urban emission reduction work.

(fourteen) responsible for the supervision and management of housing provident fund. Formulate housing provident fund policies, development plans and organize their implementation in conjunction with relevant departments; To formulate the deposit, use, management and supervision system of housing provident fund and organize its implementation; Supervise the management, use and safety of housing provident fund and other housing funds in the province, and manage the housing provident fund information system.

(fifteen) responsible for the preparation of long-term planning for the development of urban and rural construction industry; Guide the investment attraction for housing and urban and rural construction; Responsible for the statistical management of housing and urban and rural construction system, and supervise the use and management of special funds for housing and urban and rural construction in the province; Carry out foreign exchanges and cooperation in housing and urban and rural construction.

(sixteen) comprehensive management of education and training in the construction industry; To study and formulate education development plans and talent development plans for the construction industry and organize their implementation; Organize the formulation and implementation of industry occupation (practice, internship) standards, jointly with relevant departments to formulate standards for professional and technical titles of construction engineering and organize their implementation; To guide and organize the continuing education, vocational qualification training, examination, certification and registration management of professional and technical personnel in the construction industry; Guide the work of provincial housing and urban and rural construction industry associations.

(seventeen) responsible for the collection and utilization of housing and urban and rural construction related information and technical consulting services; Guide the e-government and urban construction archives work of housing and urban and rural construction systems.

(eighteen) to undertake other tasks assigned by the provincial people's government and the Ministry of housing and urban-rural development.
