Can the owners' committee sign the property contract instead of the owners?

Legal analysis: the owners' committee can sign the property contract instead of the owners. The contract signed between the owners' committee and the property is legally binding on the owners. If there are other circumstances without the authorization of the owners' meeting, it shall be handled in accordance with the owners' convention and the rules of procedure of the industry Committee.

Legal basis: Article 15 of the Property Management Regulations implements the matters decided by the owners' meeting and performs the following duties:

(a) to convene a meeting of the owners' congress and report on the implementation of property management;
