Chapter I General Provisions Article 1 In order to strengthen the management of urban water supply, develop urban water supply undertakings, ensure the safety of urban water supply and water use, and safeguard the legitimate rights and interests of both urban water supply and water use, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on Urban Water Supply, the Regulations of Shanxi Province on Urban Water Supply and Water Conservation, and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 Units engaged in urban water supply and users using urban water supply within the administrative area of this Municipality shall abide by these regulations. Article 3 The term "urban water supply" as mentioned in these Regulations refers to urban public water supply, self-built facilities water supply and secondary water supply.

The term "urban public water supply" as mentioned in the preceding paragraph refers to the provision of living, production and other water by urban tap water supply enterprises with public water supply pipelines and their ancillary facilities as units and residents; The term "self-built water supply facilities" as mentioned in the preceding paragraph means that urban water users mainly use their own water supply pipelines and ancillary facilities to provide life, production and other water; The term "secondary water supply" as mentioned in the preceding paragraph refers to the storage and pressurization of urban public water supply or water supply from self-built facilities, and the provision of water to water stations or users. Fourth city water supply administrative departments responsible for the city's urban water supply management.

The county and district water supply administrative departments with the functions of urban water supply management shall be responsible for the management of urban water supply in their respective jurisdictions according to their duties.

The relevant departments of the municipal and county (District) people's governments shall be responsible for the relevant work of urban water supply management in accordance with their respective responsibilities.

Urban tap water supply enterprises are responsible for the production and supply of urban public water supply and the management and maintenance of urban public water supply facilities. Fifth urban water supply should adhere to the rational development of water sources, planned water use and water conservation, give priority to ensuring residents' domestic water use, and give overall consideration to production water and other water use. Sixth to encourage scientific and technological research on urban water supply and water use, popularize advanced technology, and improve the modernization level of urban water supply and water use.

Encourage urban water supply to gradually implement high-quality water supply and make scientific use of water resources. Chapter II Urban Water Supply Project Article 7 Urban water supply project construction shall be incorporated into the urban infrastructure construction plan, adhere to the policy of combining government and enterprise investment, and be carried out according to the urban water supply development plan and its annual construction plan.

Encourage domestic and foreign investors to invest in the construction of urban water supply facilities in this city and engage in urban water supply business activities. Article 8 The design, construction and supervision of urban water supply projects shall be undertaken by units with corresponding qualification grades, and shall conform to relevant national technical standards and norms.

The design, construction and supervision of urban water supply projects shall be subject to bidding in accordance with the relevant provisions of the state. Article 9 The equipment, pipes and appliances used in urban water supply shall meet the national standards or industrial standards.

It is forbidden to use products explicitly eliminated by the state in urban water supply projects. Tenth new construction, renovation and expansion of residential property projects, should be in accordance with the provisions of the "water meter out of the house, a meter for one household, meter reading to the home" supporting the construction of water supply system. The cost of water meter leaving home is included in the total budget of the main construction project. Eleventh urban water supply to implement the management system of "water meter out of the house, one meter per household, meter reading to the household".

The existing residential property with water meters not leaving the house shall be gradually transformed in accordance with the provisions of "water meters leaving the house, one meter per household and meter reading to the household".

The cost of water meter renovation shall be stipulated by the Municipal People's Government.

Urban tap water supply enterprises and self-built facilities water supply enterprises shall extract a certain proportion of funds from water fee income, which shall be earmarked for urban water supply research, technology promotion and residential property water meter renovation projects. Twelfth according to the national water pressure standard, can not meet the needs of users, should build the corresponding secondary water supply facilities.

There shall be no pollution sources such as septic tanks, toilets, sewage pits and garbage dumps within 2m outside the secondary water supply pool and within 10m. Thirteenth users apply for the use of urban public water supply, and the water supply project is implemented by urban water supply enterprises.

Users who newly install or modify their own internal water supply pipelines and water meters shall inform the city water supply enterprises in writing. Fourteenth city water supply project is completed, the construction unit shall organize acceptance for the record in accordance with the relevant provisions; Among them, after the completion of the new residential property water supply project and the existing residential property water meter renovation project, there should be urban tap water supply enterprises to participate in the acceptance.

City water supply project without acceptance for the record or unqualified acceptance, shall not be put into use. Fifteenth city water supply project in any of the following circumstances, it shall be deemed that the project is unqualified:

(a) the use of unqualified water supply accessories, materials, equipment and appliances;

(two) the water supply pipeline can not guarantee the specified water pressure requirements;

(three) does not meet the relevant technical specifications, standards or approved technical design scheme;

(four) water-saving facilities do not meet the relevant provisions on water conservation;

(five) other matters that do not meet the requirements of water quality and water pressure safety. Chapter III Urban Water Supply and Water Use Article 16 Urban tap water supply enterprises and enterprises that build their own facilities to supply water to the outside world shall obtain corresponding qualifications and be registered by the administrative department for industry and commerce before engaging in business activities.

Personnel in key positions such as water quality laboratory technicians, cleaning agents and equipment maintenance workers in urban water supply enterprises shall hold relevant certificates. Personnel directly engaged in water production should have regular physical examination and establish health records.
