Property management companies, housing units for sale, housing property units and housing administrative departments shall conduct on-site investigation within 3 working days after receiving the comments, and put forward opinions on whether it will affect the structural safety of houses; Property management companies, selling units, housing property units, housing administrative departments that affect the safety of housing structure, housing owners, users are not allowed to build. Article 10 In case of any of the following situations endangering the structural safety of a house, the house management department shall immediately organize and guide the house owners, users and property management enterprises to take safety precautions:
(1) Suffering from natural disasters such as rainstorm, flood, earthquake, landslide, ground subsidence and ground fissures;
(2) Damaged by explosion or fire;
(three) there are other major security risks. Eleventh housing administrative departments shall regularly organize relevant departments to conduct general surveys or spot checks on the housing safety of schools, kindergartens, nursing homes, hospitals and other key units and public places such as shopping malls, theaters and so on.
Property management enterprises and housing property units shall conduct safety inspection and maintenance of houses and their accessories, make records of house safety inspection, and establish archives of house safety management. Chapter III Management of Housing Safety Appraisal Article 12 Housing safety appraisal refers to the appraisal and judgment of housing use safety. The appraisal conclusion made by the housing safety appraisal institution is the basis for determining the housing safety status. Thirteenth housing owners, users to the local appraisal institutions to apply for appraisal, must hold legal documents to prove that they have relevant civil rights. Fourteenth in any of the following circumstances, the owner, user or construction unit shall apply for housing safety appraisal:
(a) change the housing structure;

(4) Other circumstances that may endanger public safety.
If the owner, user or construction unit fails to apply for housing safety appraisal in accordance with the provisions of the preceding paragraph, the housing administrative department shall notify him to apply within a time limit; If the application is not made within the time limit, the housing administrative department shall designate a housing safety appraisal institution for appraisal, and the appraisal fee shall be borne by the responsible person determined by the housing administrative department. Article 15 Housing safety appraisal institutions must have the qualification of Grade B or above in housing construction engineering design, and housing safety appraisers must obtain corresponding qualifications, and the housing safety appraisal business undertaken must adapt to their qualifications and qualifications.
