In the second case, the developer informs the owner to handle the occupancy notice, and the property fee will be charged from the date when the owner receives the occupancy notice. That is to say, if you receive the occupancy notice and delay the occupancy formalities for personal reasons, even if you don't handle the delivery, you won't get the key.
