Do I have to pay the property fee if I don't get the key to buy a new house?

There are two situations to see if it is necessary to pay the property fee:

In the first case, the developer delayed the delivery and did not send a notice of occupancy to all owners in any form. In this case, there is no need to pay property management fees. The so-called property fee is actually the service fee that the owner should pay to the property service company while actually enjoying the property service.

In the second case, the developer informs the owner to handle the occupancy notice, and the property fee will be collected from the date when the owner receives the occupancy notice. That is to say, if the check-in formalities are delayed due to personal reasons after receiving the check-in notice, even if the house is vacant and the key is not handed over, the property fee will be charged normally.
