What does line property right mean?

The demarcation point of property rights refers to the demarcation point that divides the maintenance and management scope of power supply departments and users' electrical equipment according to the ownership of property rights.

The demarcation point of power facilities property rights is usually divided as follows:

(1) For low-voltage customers, the final support of the customer tie line is the demarcation point, and the final support belongs to the power supply enterprise.

(2) The demarcation point for high-voltage users below10kV is the first circuit breaker or incoming bushing in the transformer room outside the factory boundary or in front of the user's factory, and the maintenance and management responsibility of the first circuit breaker or incoming bushing shall be determined by both parties through consultation.

(3) For high-voltage users of 35 kV and above, the demarcation point is the first base pole outside the user's factory boundary or user's substation, and the first base pole belongs to the power supply enterprise.

(4) Users who use cable lines to supply power shall take the cable joints at the power supply point or the power receiving point as the demarcation point.

(5) If the property right of the power supply line belongs to the user, the demarcation point is the branch point on the public power supply line or the first foundation pole outside the public substation, and the maintenance and management responsibility of the first foundation pole shall be determined by both parties through consultation.

If the lines in residents' homes are overhead lines, the junction of the power supply connecting lines and the wall-crossing lines of houses shall be the demarcation point, and the connecting lines and demarcation points shall be maintained by the power supply enterprises. Electrical faults of wall lines and indoor lines, except electric meters, shall be maintained by the property right or property management department. If it belongs to cable incoming: the cable enters the power cabinet in the building, and the lower contact of the main switch of the power cabinet is the demarcation point, which will be maintained by the property right or property management department at the customer's place (except for the electrical fault of the electric meter).

The power supply company is responsible for repairing all the following electrical equipment faults: as long as the power supply lines and facilities whose property rights belong to the power supply company or the property rights belong to the customer but have been entrusted to the power supply company for maintenance, the power supply company is responsible for repairing the faults. Specifically:

1, power supply lines and facilities maintained by power supply enterprises are broken or caught fire, copper-aluminum joints are oxidized, transformers are out of phase, substation switches trip, and voltage rises or falls beyond the allowable range.

2. The customer billing electric energy metering device is faulty.

3. The fault belongs to the customer's internal fault, but it must be handled with the assistance of the power supply enterprise, such as opening the meter box.

4. Other faults of property rights equipment belonging to power supply enterprises.
