Measures for the administration of fire safety in residential areas of Yiyang City

Chapter I General Provisions Article 1 In order to strengthen the fire safety management of residential areas in this Municipality, prevent and reduce the hazards of fire accidents, and ensure the safety of people's lives and property, these measures are formulated in accordance with the Fire Protection Law of People's Republic of China (PRC), the Regulations on Property Management, the Measures for the Implementation of the Fire Protection Law of People's Republic of China (PRC) in Hunan Province, the Regulations on Property Management in Hunan Province and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the fire safety management of residential areas within the administrative area of this Municipality.

The term "residential areas" as mentioned in these Measures refers to buildings and supporting facilities, equipment and related sites for families to live in, including urban residential areas and rural residential areas. Article 3 Fire safety management in residential areas shall implement the policy of putting prevention first and combining prevention with elimination, and implement comprehensive management. Article 4 The municipal, district and county (city) people's governments shall strengthen their leadership in the management of fire safety in residential areas within their respective administrative areas, establish and improve the work coordination mechanism, organize regular fire control publicity and education activities, and urge their subordinate departments and people's governments at lower levels to implement the fire control responsibility system. Article 5 Sub-district offices and township people's governments shall incorporate fire safety management in residential areas into the scope of grass-roots social governance and grid management, implement fire safety management measures, and guide neighborhood (village) committees to carry out mass fire control work. Article 7 Property management industry associations shall play the role of industry self-discipline, formulate property service rules for fire safety management in residential areas, urge property service enterprises to implement fire safety management regulations in residential areas, and incorporate the performance of fire safety responsibilities by property service enterprises into the industry credit system and evaluation scope. Eighth radio, television, newspapers, Internet and other news media should carry out public welfare publicity on fire safety knowledge in residential areas, and supervise the rectification of fire hazards through public opinion. Chapter II Responsibility for Fire Safety Article 9 The responsibility for fire safety in residential areas shall be fulfilled in the following ways:

(a) residential property provided by the realty service enterprise, provided by the realty service enterprise in accordance with the realty service contract;

(two) the property management of the owners' residential areas shall be performed by the owners;

(three) the subject of residential property management is unknown, the neighborhood (village) committee shall organize the owners and property users to sign a fire prevention agreement, and clarify the responsibility for fire safety management. Article 10 A realty service enterprise entrusted to undertake fire safety management in residential areas shall perform the following fire safety responsibilities:

(a) to determine the fire safety responsibility of each post, to clarify the fire safety responsibilities of each post, and to formulate and implement the fire safety system, operating procedures and emergency plans;

(2) Maintain and manage the fire-fighting facilities, equipment, evacuation passages, fire exits and fire truck passages in the service area, ensure that the fire-fighting facilities, equipment and fire safety signs are in good condition and effective, and keep the evacuation passages, fire exits and fire truck passages unblocked;

(3) Conduct fire control inspection at least once a month, and conduct a comprehensive inspection of the fire control facilities used by * * * at least once a year. The inspection and inspection shall be completely and accurately recorded and archived;

(four) at least once a year to organize employees, owners and property users to conduct a fire drill focusing on the use of fire control facilities and equipment, fire fighting and safe evacuation;

(five) to carry out regular fire safety publicity and education, set up fire warning signs, fire public service advertisements and other fire publicity facilities in the service area, and regularly update the publicity content;

(six) in a timely manner to discourage and stop acts that hinder the fire safety of residential areas, and immediately report to the fire rescue agencies and other competent departments;

(seven) immediately report to the police when a fire is found, actively organize fire fighting and evacuation, protect the fire scene, and assist in the investigation of fire accidents;

(eight) to register the elderly, disabled, paralyzed patients and minors in the service area and provide targeted fire safety management services;

(nine) other fire safety duties as prescribed by laws, regulations and rules. Eleventh residential owners and property users shall perform the following fire safety responsibilities:

(1) Abide by the fire safety management regulations, management protocols and fire safety matters agreed in the realty service contract, and implement the decisions of the owners' congress and owners' committee on fire safety management;

(two) according to laws and regulations, bear the costs related to the maintenance, renewal and transformation of fire control facilities;

(3) Use the house according to the purpose approved or specified in the real estate ownership certificate, do a good job in fire safety of the house, equipment and site for personal use, and eliminate fire hazards in time;

(four) with the neighborhood (village) committees and property services companies to do a good job in fire safety management, timely report fire hazards;

(five) other fire safety duties as prescribed by laws, regulations and rules.
