Legal analysis:

The collection standard of long-term vacant property fees is not uniform in law. If the house is unoccupied for a long time, the property fee shall be collected in the following ways: the property that has been built but has not been sold or delivered, and the property service fee shall be borne by the construction unit. For the delivered property, the property service fee shall be borne by the owner, unless otherwise agreed between the construction unit and the owner. If the property is vacant for a long time after delivery, the charging standard of the property service fee shall be agreed in the property service contract.

Article 8 of the Measures for the Administration of Property Service Charges shall be clearly marked according to the provisions of the competent pricing department of the government, and relevant information such as service contents, service standards, charging items and charging standards shall be publicized in a prominent position within the property management area.
