Property shall not refuse to install charging piles.

The property has no right to refuse the owner's request to install charging piles. The Notice on Accelerating the Construction of Charging Infrastructure for Electric Vehicles in Residential Areas and the Guiding Opinions of General Office of the State Council on Accelerating the Construction of Charging Infrastructure for Electric Vehicles issued by the State require the property to actively cooperate with the owners to install charging piles.

Local real estate (housing) administrative departments, sub-district offices or township people's governments and community neighborhood committees should actively strengthen the guidance and supervision of the owners' committee in accordance with the Model Text on the Construction and Management of Residential Charging Infrastructure for Private Users (attached), guide the owners to support the construction and renovation of charging infrastructure, and clarify the rights and obligations of charging infrastructure property owners, construction units, management service units and other related subjects as well as the corresponding construction, use and management processes.

Relevant laws and regulations

According to the Interim Provisions on the Construction and Management of Charging Facilities for Electric Vehicles in Shanghai, if users own their own parking spaces in residential areas or install charging piles in fixed parking spaces with the consent of parking space owners, property service enterprises have the responsibility to fully cooperate.

For public parking spaces, mainly through policy guidance, new energy vehicle manufacturers, property service companies and third-party service providers are encouraged to cooperate in the construction to solve the charging needs of users.
