Should there be a "fixed parking space" on the ground of the community?

Except for the above-ground parking spaces that existed at the time of design, other parking spaces painted by the property should be occupied by public areas, and all residents in these areas have the right to use them. There is no legal basis for these areas to become fixed parking spaces! Because there were few cars in the past, setting aside fixed parking spaces in public areas did not attract the attention of residents with weak legal awareness. But now that there are more cars and no parking spaces, this problem arises. When the residential area is completed and accepted, some parking spaces have been approved by relevant departments and can be used for renting or transferring the right to use, but the so-called "fixed parking spaces" that encroach on public areas should be unfounded.
