According to the Opinions of Shanghai Municipal Committee on Strengthening Community Party Building and Community Construction (hereinafter referred to as the Opinions of the Municipal Committee), combined with the actual situation, we hereby put forward the following opinions on strengthening the planning and management of community public service facilities:
I. Guiding ideology
Guided by Deng Xiaoping Theory and Theory of Three Represents, we will fully implement the spirit of the 16th National Congress of the Communist Party of China and the Fourth and Fifth Plenary Sessions of the 16th Central Committee, persist in building the Party for the public and governing for the people, implement the people-oriented Scientific Outlook on Development, strive to build a harmonious socialist society, and promote the coordinated development of socialist material civilization, political civilization and spiritual civilization. Improve the comprehensive management and security system of the community, promote the standardization of the community, and gradually build a modern community with orderly management, perfect service, beautiful environment, civilization and peace.

Community public service facilities allocation planning is divided into three categories according to different regions:

2. Give full play to the functions of community cultural and sports facilities and strive to improve the level of community civilization. It is necessary to strengthen the construction of grass-roots cultural positions, integrate cultural facilities and resources such as community libraries, cultural centers (palaces), art groups, youth palaces (centers) and college stations, and build a community public cultural service network with community cultural activity centers as the main body and benefiting minors, middle-aged and elderly people and the disabled. It is necessary to ensure the investment in public welfare cultural facilities, adopt various channels, speed up the construction of community cultural facilities, strengthen management, and give full play to their due functions. 6. Strengthen the planning, construction and management of the vegetable market to ensure the daily needs of community residents.
