Can residential properties charge higher prices for utilities?

The water and electricity charges collected by residential properties cannot be charged at a higher price. It is forbidden for any unit or individual to charge other fees in electricity charges, and no unit may set electricity prices beyond the authority of electricity price management. Owners charged with property fees can complain or report to the local price authorities. Article 44 of the Electricity Law prohibits any unit or individual from charging other fees in the electricity bill; However, if there are other provisions in laws and administrative regulations, those provisions shall prevail. Where a local fund-raising office collects additional electricity charges, the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall formulate measures in accordance with the relevant provisions of the State Council. Power supply enterprises are prohibited from charging other fees when collecting electricity charges.
