Administrative licensing authority: the examination and approval of enterprise qualification (including the change of qualification certificate) below Grade II (inclusive) shall be accepted by the district and county construction committee (Housing Authority) and decided by the Municipal Housing and Urban-Rural Development Committee; The examination and approval of the qualification of a first-class enterprise (including the change of qualification certificate) shall be accepted and reviewed by the Municipal Housing and Urban-Rural Development Committee and submitted to the Ministry of Construction for decision.

Sub-item 1: Qualification examination and approval of newly established property service enterprises

1. Approval Form for Grade III (Provisional) Qualification of Beijing Property Service Enterprises in duplicate;

2. A copy of the business license of the enterprise as a legal person;

3. A copy of the Articles of Association;

4. Copy of capital verification certificate;

5. A copy of the identity certificate of the legal representative of the enterprise;

6. Property manager qualification certificate or post certificate of property management practitioners, ID card, copy of labor contract, original social security certificate, and copy of corresponding professional intermediate or above title certificate of financial controller issued by the person in charge of the enterprise, the person in charge of the project (the person in charge of the department) and the management personnel;

7, engineering, management, economics and other related professionals, technical personnel title certificate, ID card, copy of the labor contract and the original social security certificate;

8, the person in charge of the enterprise in two or more subordinate enterprises at the same time, provide social security information.

The above materials should be bound into volumes. If a copy is submitted, the copy shall be stamped with the seal of the applicant, and the original shall be submitted at the same time. The original should be returned to the applicant after verification.
