Can I get a house without paying the heating bill?

Whether you can pay the heating fee for a house that you don't live in depends on the actual situation:

1. If the house is not delivered, the heating fee shall not be charged;

2. Those who have been delivered but have not checked in should apply for stopping heating to the corresponding heating enterprises before the start of the heating season this year, and 30% of the fees will be charged for the vacant houses if the application is successful;

3. If it has been delivered before the start of the heating season this year, it will be automatically turned on by default, and the heating fee of 100% will still be charged, and the overdue fine will be charged.

Legal basis: Article 7 of the Regulations on Property Management.

Owners shall perform the following obligations in property management activities:

(a) abide by the management regulations and the rules of procedure of the owners' congress;

(two) abide by the rules and regulations of the use of * * * parts and facilities, the maintenance of public order and environmental sanitation in the property management area;

(three) to implement the decisions of the owners' congress and the decisions of the owners' committee authorized by the owners' congress;

(four) in accordance with the relevant provisions of the state to pay special maintenance funds;

(five) to pay the property service fee on time;

(six) other obligations stipulated by laws and regulations.

Article 42

The owner shall pay the property service fee in accordance with the provisions of the property service contract. If the owner and the user of the property agree that the user of the property shall pay the property service fee, the owner shall bear joint and several liability from the agreement. Property that has been completed but has not been sold or handed over to the property buyer shall be paid by the construction unit.
