Can the owner start the renovation without reporting the property?

The owner can't directly decorate the property without reporting it. The owner needs to inform the property before the renovation and carry out the renovation in accordance with relevant regulations.

According to Article 945 of the General Principles of Civil Law of People's Republic of China (PRC), the owner should inform the property service provider in advance when decorating the house, observe the reasonable precautions prompted by the property service provider, and cooperate with them to conduct necessary on-site inspections. If the owner transfers, rents out the exclusive part of the property, establishes the right of residence or changes the use of part of the property, it shall promptly inform the property service provider of the relevant information.

"Measures for the Administration of Residential Interior Decoration" Article 16 The decorator or decorator and the decoration enterprise shall sign a service agreement with the property management unit for residential interior decoration management. The residential interior decoration management service agreement shall include the following contents:
