The Property Management Regulations specifically require that the construction unit of residential property should select and employ property service enterprises through bidding, rather than whether residential property selects and employs property service enterprises through bidding. At present, there is no mandatory requirement. At the same time, the Property Management Regulations made an exception. For small-scale residential properties, the bidding procedure is relatively complicated, time-consuming and expensive, and the construction unit can select and hire property service enterprises through agreement. Pre-property management bidding is divided into public bidding and invitation bidding. The tenderer shall determine the reasonable time required for bidders to prepare the tender documents, and conduct public bidding for property management projects, which shall not be less than 20 days from the date of issuance of the tender documents to the deadline for bidders to submit the tender documents.
