Should I pay the property fee for the second-degree disability?

Four disabled people who apply for subsistence allowances can enjoy preferential policies. In our community, all low-income households can enjoy 30% property fee reduction and exemption, but the reduction and exemption policy is only for low-income households, and there is no preferential policy for disabled people who are not low-income households. Therefore, the fourth-level disabled should apply for subsistence allowance first, and then apply for property fee reduction.
