The people's government of a city can formulate guidelines for the classification of domestic waste in light of the actual situation, and guide residents to carry out the classification of domestic waste consciously and scientifically. The aforementioned cities that implement compulsory classification of domestic waste for relevant units and enterprises should choose different types of communities to carry out demonstration pilot projects of compulsory classification of domestic waste for residents, improve local laws and regulations according to the pilot situation, and gradually expand the implementation scope of compulsory classification of domestic waste. Where local laws and regulations have been formulated before the release of this scheme, and mandatory requirements are put forward for the classification of domestic waste, such provisions shall prevail.

(a) Separate input of hazardous waste. Residents' communities should guide residents to put in harmful waste alone by setting up billboards and garbage sorting supervisors. In view of the characteristics of small quantity and low frequency of hazardous wastes, fixed collection points or special containers can be set up in the community to collect and store hazardous wastes independently, and residents can put them in time. Community neighborhood committees and property management companies are responsible for management and entrust professional units to collect and transport them regularly.

Fourth, strengthen the construction of domestic waste classification supporting system.

Encourage the use of "truck bucket" and other collection and transportation methods to avoid the re-mixing of collection and transportation after garbage sorting. Establish a hazardous waste collection and transportation system that meets the requirements of environmental protection and classification.

(two) to establish a recycling system that is coordinated with the utilization of renewable resources. Improve the recycling network of renewable resources, rationally arrange points, improve construction standards, and clean up and ban illegal sites that illegally occupy roads, illegally build, and do not meet environmental sanitation requirements. Promote the connection between the garbage collection and transportation system and the recycling system of renewable resources, and build trading points and transfer stations with the function of garbage classification and recycling. Encourage the establishment of special sorting and recycling facilities in public institutions, communities, enterprises and other places. Establish an information platform for recycling renewable resources, providing information such as recycling types, transaction prices and recycling methods.

(three) improve the terminal treatment facilities connected with garbage classification. Accelerate the construction of hazardous waste treatment facilities, establish and improve the collection, transportation and treatment system of non-industrial sources in hazardous waste, and ensure the safe disposal of classified hazardous waste. Encourage the use of perishable garbage to produce industrial oil, biodiesel, feed additives, soil conditioners, biogas, etc. Or co-dispose of straw, manure, sludge, etc. Cities that carry out pilot projects for the treatment of kitchen waste should promote full regional coverage on the basis of stable operation. Cities that have not yet built kitchen waste disposal facilities may temporarily not require residents to separate kitchen waste "wet waste". Severely crack down on and prevent the production and circulation of "gutter oil". It is forbidden to use municipal solid waste directly as fertilizer. Accelerate the cultivation of large leading enterprises and promote the standardization, specialization, clean treatment and high-value utilization of renewable resources. Encourage recycling enterprises to send renewable resources to steel, nonferrous metals, paper making, plastic processing and other enterprises to achieve safe and environmentally friendly utilization.

(four) explore the establishment of garbage disposal and utilization base. Overall planning and construction of domestic waste terminal treatment and utilization facilities, actively explore the establishment of a domestic waste collaborative disposal and utilization base integrating garbage incineration, kitchen waste resource utilization, renewable resource recovery, landfill and hazardous waste disposal, configure related facilities safely, cleanly, intensively and efficiently, promote the infrastructure construction of the base, realize the seamless and efficient connection between garbage classification, resource utilization and garbage disposal, and improve the utilization rate of land resources.
