According to the relevant person in charge of Wuhu Housing and Construction Bureau, the Notice puts forward a series of measures from nine aspects to further strengthen the government's regulation and supervision of the property market and constantly rectify and standardize the real estate market. The ultimate goal is to make people's expectations of the policy more clear and stable, and achieve the goal of stabilizing land prices, housing prices and expectations.

Specifically, the "Notice" mentioned that newly-built commercial housing purchased by residents (newly purchased after the publication of this article, subject to the online signing time) can only be transferred after obtaining the real estate title certificate for three years. Non-lottery purchase of new commercial housing will continue to implement the provisions that "new commercial housing purchased by residents can only be transferred after two years of obtaining the title certificate", and second-hand housing purchased by residents can only be transferred after two years of obtaining the title certificate.

At the same time, it is clear that the price filing management of new commercial housing is strict, and all development enterprises are guided to make reasonable pricing. Projects that do not accept government-guided prices will not be put on record. According to the market demand, scientifically guide the processing rhythm of the installment pre-sale permit, and the price of the project applying for the pre-sale permit will not be adjusted within 1 year after filing, so as to ensure that the average price of the installment pre-sale project remains stable.

At the same time, in order to stabilize housing prices and prevent speculation in the name of school districts, the notice explicitly prohibits the use of school districts to speculate on housing prices.

In accordance with the requirements, strengthen the supervision of the implementation of the degree policy, and ensure that the hot school districts strictly implement the same housing. Only one student will be enrolled in primary school within 6 years and middle school within 3 years (except for multiple births and two-child families).

At the same time, it is necessary to carefully plan the enrollment policy combining various ways, optimize the allocation of teachers' resources through teacher exchanges, promote the balanced development of high-quality resources in basic education, and curb the expected rise of "school districts".

In addition, real estate development enterprises, real estate brokerage agencies, housing information publishing platforms, online media and other market entities use school districts to speculate on housing prices, use school districts to induce community owners to participate in bid-up housing prices, and use "school districts" for publicity in advertisements.
