Provisions of Zhenjiang Municipality on the Administration of Dog Raising

Article 1 These Provisions are formulated in accordance with the Law of People's Republic of China (PRC) on Animal Epidemic Prevention, the Regulations of Jiangsu Province on Animal Epidemic Prevention and the Regulations of Zhenjiang Municipality on Promoting Civilized Behavior. , combined with the actual situation of this city, in order to strengthen dog management, standardize dog behavior, protect citizens' health and personal safety, and maintain city appearance and environmental sanitation and social public order. Article 2 These Provisions shall apply to dog-raising behavior and related management activities within the administrative area of this Municipality.

These Provisions shall not apply to the management activities of military dogs, police dogs, search and rescue dogs, guide dogs and special-purpose dogs raised in zoos, scientific research institutions, professional performance groups and kennels. Article 3 The municipal and county-level city (district) people's governments shall strengthen the leadership of dog management, incorporate dog management into grid management, incorporate working funds into the fiscal budget at the corresponding level, establish a joint meeting system for dog management, and coordinate and solve major problems in dog management.

Sub-district offices and Town People's governments shall perform the following duties:

(a) to carry out civilized dog raising and standardized dog raising publicity;

(two) the establishment of civilized dog, dog publicity and persuasion points;

(three) conditional can set up a special place to walk the dog, and set up a clear sign;

(four) organize and guide the grid staff to carry out inspections and other work, and promptly discourage illegal dog walking and other acts;

(five) to organize and coordinate the neighborhood (village) committees, do a good job in the control and disposal of stray dogs in this area, and prevent the spread of the epidemic;

(six) cooperate with the relevant competent departments to do a good job in dog information statistics and other related work. Article 4 Public security organs shall co-ordinate the management of dog-raising work, be responsible for mediating public security disputes caused by dog-raising, and investigate and deal with illegal dog-raising activities according to law.

The competent department of agriculture and rural areas shall be responsible for the supervision and management of canine rabies immunity, and supervise and guide the harmless treatment of infected dogs, suspected infected dogs and dog carcasses.

The urban management department is responsible for cleaning up dog feces on urban roads, and investigating and dealing with outdoor excretion of dog feces and other behaviors that damage the city appearance and environmental sanitation according to law.

The market supervision and management department is responsible for investigating and handling unlicensed dogs according to law.

The person in charge of the health department is responsible for the supervision and management of rabies vaccination and the diagnosis and treatment of rabies patients.

The competent department of housing and urban and rural construction is responsible for guiding and supervising the civilized dog-raising of property service enterprises, and standardizing the publicity and persuasion of dog-raising.

Finance, education and other departments shall, in accordance with their respective responsibilities, do a good job in dog management. Article 5 A realty service enterprise shall give tips on civilized dog-raising and standardized dog-raising behavior for dogs within the realty service area, such as dog immunization and dog registration. And discourage illegal dog-raising behaviors such as walking dogs without tying ropes, not cleaning dog droppings, barking and disturbing people; If you don't listen to dissuasion, you should report to the relevant competent department in time. Article 6 Any unit or individual has the right to discourage illegal dog-keeping, and can report complaints through platforms such as 1 10 and 12345. Departments and units that receive reports and complaints shall handle them in a timely manner and give feedback to the reports and complainants in a timely manner. Article 7 The Municipal People's Government shall delimit the forbidden areas for strong dogs and large dogs within its administrative area.

The criteria for determining the size and specific breeds of prohibited areas, strong dogs and large dogs as mentioned in the preceding paragraph shall be formulated and adjusted by the municipal public security organs and the agricultural and rural departments according to the relevant regulations and actual needs, and announced to the public after being approved by the Municipal People's government.

No unit or individual may raise strong dogs or large dogs in restricted areas. Article 8 Dog owners shall vaccinate dogs against rabies within 30 days from the date when the dogs reach the age of 90 days or before the expiration of the immunization interval, and obtain the rabies immunization certificate issued by the animal clinic. Article 9 Dog owners shall, within 0/5 days from the date of obtaining rabies immunization certificate, apply to the local public security organ or the department designated by the people's government at or above the county level (hereinafter referred to as the dog registration authority) for dog registration. Tenth dog owners should have full capacity for civil conduct, have a fixed residence in this city and live alone.

To apply for dog registration, the following materials shall be provided:

(1) Personal identification;

(two) real estate ownership certificate or housing lease contract;

(three) proof of rabies immunization in dogs;

(4) Recent positive photos of dogs. Eleventh dog registration authority shall complete the examination within three working days from the date of accepting the application for dog registration. To meet the registration conditions, register and issue a dog registration certificate and a dog identification card; If it does not meet the registration conditions, it shall not be registered and the reasons shall be explained in writing.

The dog registration authority shall conduct civilized dog-raising and standardized dog-raising education when issuing dog-raising registration certificates. Twelfth dog owners, registered dog address changes, dog owners should handle the change registration within fifteen days from the date of change. Fourteenth dog owners or dog managers are responsible for dog management, and shall not have the following acts:

(3) Barking interferes with the normal life of others;

(four) in public corridors, public roofs, public garages and other public areas, dogs are kept in captivity and tied;

(five) carrying strong dogs and large dogs raised outside the forbidden area into the forbidden area;

(six) allow dogs to enter rivers and other water bodies;

(7) Abandoning or maltreating dogs;

(eight) other prohibited acts as prescribed by laws and regulations.
