Measures for the Administration of Renovation and Overhaul of Old Elevator in Longhua District

Chapter I General Provisions

Article 1 In order to promote the renovation and overhaul of old elevators in Longhua District, reduce elevator failures, prevent elevator accidents, further improve elevator safety, energy conservation and environmental protection, and build a "safe Longhua and harmonious community", according to the Law of the People's Republic of China on Safety of Special Equipment, the Regulations of Shenzhen Special Economic Zone on Safety of Special Equipment, the Regulations of Shenzhen Special Economic Zone on Property Management and the Measures of Shenzhen Municipality on Promoting Renovation and Overhaul of Old Elevators in Residential Areas, combined with the actual situation in Longhua District.

Article 2 These Measures shall apply to the renewal, transformation and overhaul of old elevators that are included in the supervision scope of special equipment.

Article 3 The term "old elevators" as mentioned in these Measures refers to elevators registered in the market supervision department and put into use for more than 15 years (inclusive), or elevators registered less than 15 years, but need to be updated, modified and overhauled according to the assessment of the safety assessment agency.

Article 4 The term "user unit" as mentioned in these Measures refers to the unit that has registered the use of special equipment in the market supervision department and assumed the obligation of elevator safety management. Safety assessment organization refers to the business unit that comprehensively analyzes and judges the safety, reliability, energy conservation and environmental protection of elevators according to the risk assessment method adopted in the Elevator Safety Assessment Regulation (SZDB/Z17-2014) and issues a safety assessment report.

The renewal of the old elevator refers to the activity of dismantling the original elevator and reinstalling the new elevator at the same place; The transformation of the old elevator refers to the activity of changing the main stress structure, mechanism (transmission system) or control system of the original elevator through replacement, adjustment and installation, which leads to the change of elevator performance parameters and technical indicators; Overhaul of the old elevator refers to the activities of replacing the original parts with new parts or disassembling, processing and repairing the original parts without changing the original performance parameters and technical indicators of the elevator.

Article 5 In accordance with the principle of "fairness, justice, overall consideration, user-led, and government encouragement", users shall apply for the renovation and overhaul of old elevators, and the district government shall arrange special funds to implement financial subsidies for part of the expenses of renovation and overhaul.

Article 6 A leading group for the renovation of old elevators in Longhua District (hereinafter referred to as the "leading group") shall be established to be fully responsible for the renovation of old elevators in Longhua District. The leader of the leading group is the leader in charge of the district, and the deputy leader is the director of Longhua Supervision Bureau of the Municipal Market Supervision Administration. Member units are composed of District Finance Bureau, District Housing and Construction Bureau, Longhua Supervision Bureau of Municipal Market Supervision Administration and sub-district offices.

The responsibilities of each member unit are:

1. Longhua Supervision Bureau of Municipal Market Supervision Administration is responsible for organizing and implementing the rectification and overhaul work. Every year, according to the number of elevators submitted by old elevator users from the deadline of the last year's district financial budget declaration to the beginning of this year's district financial budget declaration, after calculating the funds, apply to the District Finance Bureau for a budget.

2. The District Finance Bureau is responsible for incorporating the subsidy funds for the renovation and overhaul of old elevators and the purchase of service funds into the financial budget according to the application of Longhua Supervision Bureau of the Municipal Market Supervision Administration, and doing a good job in ensuring funds.

3 District Housing Construction Bureau is responsible for the use of special maintenance funds for the record, and notify the municipal maintenance fund management institutions to allocate funds.

4 street offices are responsible for coordinating the renovation of old elevators, distinguishing the renovation and overhaul of old elevators from elevator installation projects, and supporting and guiding users to do related work.

The office of the leading group is located in Longhua Supervision Bureau of the Municipal Market Supervision Administration, and the director of the office is led by Longhua Supervision Bureau of the Municipal Market Supervision Administration. The office of the leading group is responsible for the overall coordination, mobilization, publicity and business acceptance of old elevators in the whole region.

Article 7 The office of the leading group shall determine the elevator service organization according to the relevant provisions of the Regulations of Shenzhen Special Economic Zone on Government Procurement.

Elevator service agencies shall meet the conditions stipulated in the Code for Elevator Safety Assessment (SZDB/Z117-2014), and be responsible for technical services such as overhaul plan review, material and engineering cost control, supervision and acceptance of overhaul process, and issue corresponding review reports and acceptance reports. The above-mentioned purchase service fees shall be supported by special funds arranged by the district government.

Chapter II Scope of Application and Subsidy Standards

Eighth Longhua District within the scope of the old elevator in accordance with one of the following circumstances, you can apply for renovation and overhaul subsidies:

(a) The service life exceeds 15 years;

(two) the production enterprise withdraws from the market or stops producing the same type of equipment;

(three) although it has been used for less than 15 years, it has high energy consumption, high noise and high failure frequency; Or the main engine and other main accessories with backward driving technology and serious wear and aging.

Ninth any of the following circumstances, not included in the decoration subsidy model.

Surround:

(a) for the purpose of applying for renewal subsidies, artificially damaging the elevator;

(two) the building to which the elevator belongs has been incorporated into the urban renewal or is about to be demolished;

(three) personal property elevators for personal use or rural houses in the village;

Tenth of the old elevators included in the scope of renovation and overhaul subsidies, subsidy standards are as follows:

(a) the old ladder update, each update project cost 50% of the financial subsidies, each with a maximum of 200 thousand yuan;

(two) the renovation of the old ladder, each set to give 50% of the renovation project cost, each set does not exceed a maximum of 6,543,800 yuan;

(three) the old ladder overhaul, each given 50% of the cost of the overhaul project funds, each with a maximum of 50 thousand yuan.

Renovation and overhaul expenses include demolition expenses, purchase expenses, installation expenses, renovation expenses and overhaul expenses.

Chapter III Transformation Process and Subsidy Application

Section 1 Submission of Applications

Eleventh in line with the scope of application of these measures, the old elevator, the use of units to the office of the leading group to apply for renovation and overhaul, and submit the following information:

(a) the old elevator overhaul intention table;

(2) A copy of the employer's business license or other certificates (with official seal);

(3) Update the overhaul safety commitment.

Twelfth leading group office after receiving the application materials submitted by users, it shall complete the preliminary qualification examination within ten working days, and return the application if it does not meet the requirements; Eligible, included in this year's renovation and overhaul subsidies.

Section II Programme Review

Thirteenth included in the scope of subsidies, the use of units should be combined with the actual development of old elevator renovation and overhaul work plan.

If a new ladder is replaced, the plan shall include the brand of the new ladder, relevant parameters, equipment and installation costs, name and qualification of the construction unit, construction safety measures and completion time; If the old ladder is rebuilt or overhauled, the scheme shall include the condition of the old ladder, the parts and parameters of the renovation or overhaul, the name of the construction unit, qualification, various expenses, construction safety measures and completion time, etc.

Fourteenth residential old elevator renovation and overhaul construction plan needs to be approved by the owners' meeting or the exclusive part of the owners, organized by the owners' committee of the residential area where the user unit is located, and the voting situation is recorded; If the owners' assembly and the elected owners' committee are not established in accordance with the law, after soliciting the opinions of the owners or users of residential areas and obtaining more than half of the written consent, the district competent department may serve as the owners' assembly and owners' committee as stipulated in the present Measures in conjunction with the community residents' committee where the property is designated by the subdistrict office.

Fifteenth old elevator renovation and overhaul need to use special property maintenance funds, the use of units should be handled in accordance with the requirements and procedures of the "Regulations on the Administration of Special Property Maintenance Funds in Shenzhen".

Sixteenth old elevator renovation and overhaul plan, users can apply to the elevator service agencies for program review, and submit the following information at the time of application:

(a) the old elevator overhaul plan review application form;

(two) the old elevator renovation and overhaul plan, which should include the contents of renovation, renovation or overhaul, project cost, schedule and safety protection measures;

(three) the qualification certification materials of the elevator manufacturing unit; Qualification certification materials and construction safety commitment letter of the elevator construction unit; Qualification certification materials of elevator construction operators;

(four) contracts or agreements related to the renovation and overhaul of old elevators;

(five) the use of residential property special maintenance funds, the need to provide proof of the balance of property special maintenance funds issued by the housing construction department and the materials voted by the owners' meeting.

Seventeenth elevator service agencies after receiving the application for construction drawing review, should focus on the review of old elevators, renovation or major repairs, project cost, construction safety protection measures and elevator technical information. Qualified, the elevator service agency shall issue an evaluation report within fifteen working days; If the evaluation is unqualified, the elevator service agency shall issue rectification opinions, and the user shall make rectification within fifteen working days according to the rectification opinions.

The old elevator reconstruction scheme that has passed the evaluation shall not be changed without authorization. If it is really necessary to change in the implementation process, it shall be re-evaluated according to the procedures.

Eighteenth belongs to the residential area, the construction plan approved by the elevator service agency shall be publicized to all owners, and the publicity period shall not be less than five working days.

Section 3 Construction and Project Acceptance

Article 19 The elevator construction unit shall organize the construction according to the scheme that has passed the evaluation, fulfill the obligation of written notification before the construction according to law, and actively assist the user to handle the procedures of equipment deactivation, cancellation, supervision and inspection, use registration, etc. Before construction, special equipment construction notification procedures should be handled according to regulations, and the relevant responsibilities for safety production should be strictly implemented during construction. In the process of construction, the elevator service agency shall implement on-site supervision, mainly to supervise whether the installation equipment is consistent with the application materials and whether the construction unit subcontracts or subcontracts.

Twentieth after the completion of the renovation and overhaul work, the user unit shall submit an application for project acceptance to the office of the leading group, and the following materials shall be submitted when applying:

(a) the old elevator overhaul acceptance application form;

(two) the elevator supervision and inspection report issued by Shenzhen Special Equipment Safety Inspection Institute;

(three) elevator technical information such as product quality certificate issued by the elevator manufacturer;

(four) payment vouchers issued by the construction unit.

Twenty-first leading group office after receiving the application, it shall be dealt with according to the following circumstances:

(1) If there are errors in the application materials that can be corrected on the spot, the applicant shall be allowed to correct them on the spot;

(2) If the application materials are incomplete or do not conform to the statutory form, the applicant shall be informed of all the contents that need to be corrected on the spot or within five days;

If the application materials are complete and conform to the statutory form, or the applicant submits all the corrected application materials as required, the office of the leading group shall organize elevator service agencies to accept them within ten working days. Acceptance, the elevator service agency shall issue an acceptance report within five working days. If the acceptance is unqualified, the elevator service agency shall issue rectification opinions, and the user shall make rectification within ten working days according to the rectification opinions.

Section 4 Payment of Subsidy Funds

Twenty-second after the acceptance of the project, the user shall apply to the office of the leading group for grant funds, and the following materials shall be submitted when applying:

(a) the old elevator renovation and overhaul subsidy funds application form;

(two) the project acceptance report;

(3) Relevant financial documents.

Twenty-third after the audit, the office of the leading group according to the relevant financial documents and related materials submitted, according to the relevant provisions to the Finance Bureau to apply for grant funds.

Twenty-fourth the use of units in any of the following circumstances, cancel the qualification of financial subsidies, related expenses to bear:

(a) a safety accident occurred in the process of elevator transformation and was responsible;

(two) in the process of scheme review and project acceptance, the rectification opinions put forward by the elevator service organization are still unqualified after refusing to rectify or twice rectifying;

(three) resort to deceit, not truthfully fill in or provide application materials;

(four) other reasons caused by the renovation and overhaul work can not be completed.

Chapter IV Supervision and Administration

Twenty-fifth elevator service agencies shall, in accordance with the requirements of laws and regulations and the relevant provisions of the old elevator renovation, strictly review the qualifications, technical data and construction plan of the construction unit to ensure the quality of elevator renovation and prevent the inflow of illegal equipment.

Twenty-sixth elevator service agencies shall be responsible for the conclusions of the evaluation report and acceptance report issued by them, and shall not engage in activities such as recommending or selling elevator products.

Article 27 The user shall urge the elevator construction unit to dismantle and install the elevator in accordance with laws and regulations, safety technical specifications and the approved construction plan, and take necessary safety protection measures to ensure construction safety.

Article 28 The office of the leading group shall establish archives for the renovation of old elevators, which shall include application forms for the renovation of old elevators, elevator safety assessment reports, construction plans, review reports, acceptance reports, grant funds and other materials.

Twenty-ninth old elevator renovation and overhaul subsidy funds should be earmarked. If it is found that subsidies and subsidies are defrauded or withheld by means of false report or impersonator, and subsidies are not used in accordance with regulations, it will be dealt with according to relevant laws and regulations.

Thirtieth these Measures shall be interpreted by Longhua Supervision Bureau of Shenzhen Municipal Market Supervision Administration. These Measures shall come into force from 20 19, 12 and 1 and shall be valid until 2024, 1 14.
